Annex A – Statement of Understanding Probationary Period
To fulfill its mandate, the Canadian Armed Forces (CAF) must recruit suitable candidates and train them to high standards so they can operate in demanding operational contexts. As the CAF is generating the force it needs, new Regular Force and Primary Reserve members are enrolled in the CAF under a probationary period.
During this probationary period, new CAF members are evaluated for their suitability for continued CAF service. They must also meet the medical and security status or clearance requirements of their respective military occupations during the probationary period.
DECLARATION
I, (Service Number) (Full Legal Name), declare that I understand that once I enroll in the CAF:
- I will be subject to the Code of Service Discipline (CSD). This means that I can be liable to be charged, dealt with, and tried for having committed a Service Offence and/or a Service Infraction. I acknowledge that my status as either a member of the Regular Force or Primary Reserve Force affects when I am subject to the CSD.
- I will abide by the standards of professional conduct as detailed in CAF doctrine, policies, directives, and orders, some of which are listed under paragraph six (6).
- During the probationary period, which include Basic Military Qualification / Basic Military Officer Qualification (BMQ/BMOQ), Environment specific training, and Basic Occupation training, my observance of CAF standards of professional conduct will be closely monitored and evaluated. Failing to meet any of these standards may result in my release from the CAF. My release will be done on a fair but expedited basis.
- If I am assessed as being medically unable to complete BMQ/BMOQ, I may be released from the CAF. If I am assessed as being unable to meet the medical standard required for my occupation, I may be provided an opportunity to consider other occupations within the CAF. If I am assessed as ineligible to or decide not to pursue any such opportunities, I will most likely be released from the CAF. If I am assessed as having a medical condition that if disclosed or detected would have precluded my enrolment in the CAF, I will most likely be released as an irregular enrollment. In all these cases, my release will be done on a fair but expedited basis.
- I must obtain and maintain the security status or security clearance required for my military occupation. If I am assessed as being unable to do so, I may be provided an opportunity to consider other CAF occupations. If I am assessed as ineligible to or decide not to pursue any such opportunities, I will mostly likely be released from the CAF. My release will be done on a fair but expedited basis.
- Furthermore, I declare that, in the course of the recruitment process, I have been provided with an opportunity to access, read, and ask questions on the following CAF doctrine, policies, directives, and orders:
- CAF Ethos: Trusted to Serve and Fighting Spirit, The Profession of Arms in Canada;
- CAF Policies on Racism and Discrimination, Harassment and Professional Conduct (DAOD 5019-0, Conduct and Performance Deficiencies);
- DAOD 9004-1, Use of Cannabis by CAF Members;
- CAF Policy on Prohibited Drug Use under the CAF Drug Control Program;
- DAOD 9005-1, Sexual Misconduct Response;
- DAOD 5019-7, Alcohol Misconduct; and
- DAOD 5023, Universality of Service series.
- I am making an informed decision to enroll in the CAF, knowing that fulfilling the obligations and meeting requirements referred to in this document constitute fundamental conditions of my continued service in the CAF.
