  • With the Period of Retention coming to an end on 1 April 2025, options were considered for analysis and potential implementation to temporarily employ trained CAF members who do not meet Universality of Service at a time of critically low strength and depleted experience, affecting the CAF’s operational capabilities.
  • In response to these exceptional circumstances, effective 2 Apr 2025, the CAF has developed the Interim Reconstitution Employment measure (IREM). The IREM is a CAF Military Personnel Instruction that supports CAF Reconstitution and allows for CAF members within a CAF occupation experiencing a critical shortage, or those who hold a required specific skill set, who might otherwise be obligated to release from the CAF for medical or other reasons, to continue their service in uniform on an interim basis.

  • Modifications to the CAFMPI provides information and guidance related to posting members to CAF TG where they will be provided a supportive environment to recover and return to being fit for general and operational duties. When this cannot be achieved, a posting to CAF TG will enhance their preparation for transition to post-military.
  • The exceptional circumstances where additional support for transition could be considered when members are returning from OUTCAN or from isolated units, were misunderstood. There was also a lack of direction related to promotion while posted to CAF TG. The instruction has been updated in order to clarify the policy concerning Reg F personnel serving OUTCAN and at isolated units in Canada and concerning promotion while posted to CAF TG pursuant to QR &O Art 11.02, Conditions Governing Promotion and CANFORGEN 219/08, Place of Release – Reg Force Personnel Serving Outside Canada (OUTCAN) and at Isolated Units in Canada.

  • 01/23 Performance and Competency Evaluation (PaCE)
  • Minimum observation period changed from 60 to 120 days. Working days no longer specified. It is calendar days (four months). 60 days considered too short a time and the “working days” became confusing.
  • Opt In/Out has been deleted. Since members who opted out still received a Performance Appraisal Report (PAR) for performance only unlike Canadian Forces Personnel Appraisal System (CFPAS) whereby they did not receive a Personnel Evaluation Report (PER), Opting out has become redundant. So, members will receive a full PAR or Performance Appraisal Report Exemption (PARX) as applicable. It will be replaced with a new process whereby members can Opt Out of the Selection Boards Candidates List (SBCL) process. Details to be announced (TBA) before the next National Selection Board (NSB).
  • All members promoted between 1 Jan - 31 Mar of the reporting year will receive a PARX as they will not meet the 120 days minimum observation period now. Previously with the 60 working days required some members received PARs and others received PARXs. This became problematic when PARs/PARXs were scored for SBCL purposes.
  • Members departing a unit on Advanced Training List (ATL) must have a PAR or PARX completed by the losing unit. This was always a requirement but not always followed so it has been emphasized.
  • Specialist officers will now have their PAR completed by the employing unit/organization rather than it being entirely within the technical Branch/occupation. The Reviewing Officer will be someone from the same Branch/occupation who will provide the technical input.

  • As part of the IECR Recommendations and a decision from the CDS, it was determined that a Probationary Period should be outlined through policy.

Change Notice, 2024-06-21 (Minor)

01/06 – Course Reporting and Certificates

Reason for modification:

  • Removal of Appendixes for CF 377 and CF 289 and text referencing appendixes. This will address questions concerning different versions of the forms and there is no loss having an image of the forms removed from the policies given link to the DFC has been added as a new “Related Reference”.
  •  Changes to Terminology. CF, MA, and MASM to be updated to CAF, TA/DTA and TASM respectively. These terminology updates do not change the intent of the policy, but only to provide accuracy/clarity as per discussion at ref C.
  • Change to enquiries organization (para 1.5). DTEP no longer exists, so having CDA/Dir IT&E will ensure organization assigned with policy responsibilities is accurately reflected.
  • Minor modifications to Annex A text (beyond updates from 1st bullet): 
    • Para 5 for Certificate of Achievement. Removal of sentence that paper copies are available from supply system as this is no longer the case.
    • Para 5 and 6. Removed reference to “Omniform” (no longer available), added “as fillable” PDF, and updated DFC link. 
  • Paragraph 9. Sentence added at the end of the paragraph to clarify that CF 377 form is now a fillable PDF and all mandatory blocks must be completed in order to obtain an electronic signature. Removal of yellow highlights throughout document. As discussed at ref C, it is suspected the sentences/text with yellow highlights may have been from a previous minor update and are not required.
