Application: This is an order that applies to officers and non-commissioned members of the Canadian Armed Forces (CAF members).

Note - Employees of the Department of National Defence (DND) are subject to the Treasury Board of Canada Secretariat policy entitled Smoking in the workplace.

Approval Authority: This DAOD is issued under the authority of the Assistant Deputy Minister (Finance and Corporate Services) (ADM(Fin-CS)).

2. Standard Practice

Context

2.1 The Treasury Board of Canada Secretariat (TBS) has published a comprehensive policy on smoking in the workplace that applies to public servants, including DND employees. This policy is designed to provide a healthier, safer work environment that is free, to the extent possible, of tobacco smoke.

2.2 In keeping with the objectives of the TBS policy, a requirement exists for a similar instruction that applies to CAF members.

Prohibition

2.3 Smoking is prohibited in the workplace and smoking rooms may not be designated.

2.4 The workplace is any indoor or enclosed place controlled by the DND or the CAF where DND employees or CAF members work or perform duties, including any:

  1. mess;
  2. adjacent corridor;
  3. lobby;
  4. stairwell;
  5. elevator;
  6. cafeteria;
  7. washroom; or
  8. other area used by DND employees or CAF members in the course of work-related duties.

Serving with Outside Organizations

2.5 CAF members who serve with an outside organization, e.g., the North Atlantic Treaty Organization (NATO), United Nations (UN) or North American Aerospace Defence Command (NORAD), and are in a building or area controlled by that organization, shall comply with the smoking policy of that organization.
