Application: This DAOD is an order that applies to officers and non-commissioned members of the Canadian Armed Forces (CAF members).

2. Policy Direction

Context

2.1 The provision of quality music by CAF bands and their musicians supports CAF operations, fosters morale and esprit de corps, and promotes CAF and Canadian aesthetics and values, both nationally and abroad.

2.2 In the DAOD 5041 series, "CAF bands" consists of bands to which QR&O article 32.01, General Organization of Bands, has application.

Policy Statement

2.3 The DND and the CAF are committed to providing quality music support to:

  1. the DND, the CAF and other government departments; and
  2. appropriate non-governmental organizations.

Requirements

2.4 The DND and CAF shall develop policies and plans to guide and direct the provision of music support.

  • establish and oversee personnel policies, plans and programs for musicians; and
  • promulgate policies and procedures in respect of the performance of ceremonial functions by CAF bands.

commanders of commands

  • exercise command over CAF bands under their authority and assigned musicians, including the approval of the provision of music support; and
  • establish temporary or composite CAF bands for specific taskings.

DHH

  • advise the staff of level one advisors on the suitability of CAF bands for public performances at local, national and international events; and
  • approve the release of any recording for public distribution.

Director Personnel Generation Requirements (DPGR)

  • establish musician qualification standards.

Music Branch Advisor

  • advise the CMP regarding the exercise of functional authority with respect to the Music Branch.

Supervisor of Music

  • advise the DPGR on musician qualification standards.

commanding officers

  • approve the provision of music support by CAF bands under their authority.
