1. Incremental Department of National Defence (DND) Cost is the additional costs for personnel and equipment that are directly attributable to the Canadian Armed Forces (CAF) operation. More specifically, incremental costs inclide the additional cost to deploy troops and equipment to provide ongoing maintenance and support during the applicable operation, in addition to any specialized training required for the operation.

Based on Departmental decision and starting in FY 2016-17, aircraft operating costs and associated National Procurement (NP) will be considered to be within Yearly Flying Rate (YFR) and will thereforenot be deemed to be incremental costs to DND.

Only Significant variances (more than 10% or &100,000, whichever is the greater) are explained below.

2. OP LENTUS - CAF support to the Province of Saskatchewan to assist with critical firefighting efforts in July 2015. The variance is mainly due to lower than estimated Primary Reserve costs.

3. OP DISTINCTION - CAF Support to the Government of Canada's Military History Commemoration Program. The variance is as a result of DND participating in fewer activities and events than anticipated in FY 2015-16.

4. OP LIMPID - CAF's routine domestic surveillance of Canadian air, maritime, land, space, and cyber domains as well as presence in Canada’s aerial, maritime and land approaches. The variance is mostly due to lower usage of aircraft hours than planned.

5. OP PROVISION - CAF's support to the Government of Canada in resettling Syrian refugees in Canada. Op PROVISON was not planned when the Report on Plans and Priorities for FY 2015-16 was prepared.

6. OP HAMLET - CAF's participation to the United Nations Stabilization Mission (MINUSTAH) in Haiti.

7. OP CARIBBE (Joint Interagency Task Force South) - Canada's participation in the multinational campaign against illicit trafficking by transnational organized crime in the Caribbean sea and the eastern Pacific Ocean. Lower than anticipated cost is primarily related to lower ships operating expenditures.

8. OP CROCODILE - Canada's military contribution to the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).

9. OP SIRONA - Military component of the Canadian whole-of-government contribution to fighting the Ebola outbreak in West Africa. CAF personnel augmented efforts undertaken by the UK to combat the spread of Ebola virus disease in Sierra Leone.

10. OP SOPRANO - CAF's participation in the United Nations Mission in the Republic of South Sudan (UNMISS).

11. OP TRANSITION - Mission to close the CAF combat mission in Afghanistan. The variance is due to the fact that cost to repair, overhaul and reconstitute CAF equipment was lower than anticipated.

12. OP ARTEMIS / COMBINED TASK FORCE 150 (CTF-150) - Task Force operated by Combined Maritime Forces to promote security and stability in the maritime environment by countering terrorist acts and related illegal activities. The variance primarily related to lower support costs.

13. OP KOBOLD - CAF's support to the development of a capable Kosovo Security Force (KSF). The variance is due to higher than forecasted personnel allowances which includes Foreign Service Premium (FSP), Hardship Allowance (HA) and Risk Allowance (RA).

14. OP REASSURANCE - CAF support to NATO assurance measures through the provision of military capabilities for training, exercises, demonstrations and assigned tasks in Central and Eastern Europe. The variance is mainly due to the increased number of exercises being conducted under this operation during FY 2015-16.

15. OP UNIFIER - Canada's contribution to support Ukrainian forces through capacity building, in coordination with the U.S. and other countries providing similar training assistance. The variance can be explained by the fact that Canadian Armed Forces personnel were only deployed for nine months in 2015-16 but the planned mission was originally costed for a full 12 months.

16. OP SNOWGOOSE - Canada's contribution to United Nations Force Peacekeeping Force in Cyprus (UNFICYP).

17. OP CALUMET - Canada's participation in the Multinational Force and Observers (MFO) in the Sinai Peninsula. The higher cost is due to the unscheduled relocation of the task force within the geographical area.

18. OP JADE - Canada's contribution to the United Nations Truce Supervision Organization (UNTSO) in the Middle East.

19. OP PROTEUS - Canada's contribution to the Office of the United States Security Coordinator (USSC) in Jerusalem.

20. OP IMPACT - CAF contribution to the Middle East Stabilization Force (MESF) – the multinational coalition to halt and degrade the daesh. The variance is attributed to lower aircraft operating expenditures and personnel support costs.

21. OP FOUNDATION - CAF's contribution to multinational counter-terrorism efforts in the Middle East, North Africa and Southwest Asia.

22. OP RENAISSANCE - Canada's Disaster Assistance Response Team (DART) response to provide humanitarian support to Nepal following the devastating earthquakes that hit the country on 25 April 2015 and 12 May 2015.

23. Other - Includes Canadian Special Operations Forces Command missions and other support costs for various small missions. The variance is due to lower than anticipated logistical support, allowances and reconstitution costs.

24. Revenues/Recoveries - Reimbursement for personnel support costs for OP HAMLET - MINUSTAH (Haiti).
