1. Context

The Department of National Defence (DND) is bound by the Federal Sustainable Development Act and is required to develop a 2020 to 2023 Departmental Sustainable Development Strategy (DSDS). DND has developed its corresponding 2021-22 DSDS Report, including applicable reporting on green procurement activities, which is tabled to Parliament in October of each year. This report can be found on DND’s website [link to come in October once tabled to the House].

3. Report on integrating sustainable development

DND will continue to ensure that its decision-making process considers FSDS goals and targets during its strategic environmental assessment (SEA) process. An SEA for a policy, plan or program proposal includes an analysis of the impacts of the given proposal on the environment, including on relevant FSDS goals and targets.

Public statements on the results of DND’s assessments are made public when an initiative has undergone a detailed SEA (see here). The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision making.

During the 2021–22 reporting cycle, DND had no proposals that required an SEA and no public statements were produced.

In addition, DND has integrated environmental considerations into decision making at multiple levels through the implementation of the Impact Assessment Act, project planning and management steps, and departmental business processes.
