Minister McGuinty attends NATO Defence Ministers’ Meetings

Earlier this year, Prime Minister Carney announced that Canada would accelerate meeting our North Atlantic Treaty Organization (NATO) 2% spending target by March 31st 2026. This over $9 billion dollar investment will help rebuild, rearm, and reinvest in the Canadian Armed Forces (CAF), strengthening our defence at home and abroad.
Yesterday, the Honourable David McGuinty, Minister of National Defence, attended the NATO Defence Ministers’ Meeting (DMM) and the Ukraine Defence Contact Group (UDCG) meeting, in Brussels, where he announced new Canadian contributions to strengthen Ukraine’s defence, which included:
- Contributing an additional $12 million to the Drone Capability Coalition’s Common Fund to bolster Ukraine’s drone capabilities;
- Providing $30 million in winter gear for the Armed Forces of Ukraine, with deliveries already underway; and
- Donating surplus CAF equipment, including AIM-7 missile components, LAU-7A rocket launchers, and M113 vehicles and parts.
At the 31st UDCG meeting, Minister McGuinty provided updates on prior donations, noting Canada has delivered components for previously donated MX15 high-resolution cameras to enhance Ukraine’s helicopter-mounted surveillance and counter-drone capabilities. To date, 20 Armoured Combat Support Vehicles have been delivered, with all 50 expected to arrive in Ukraine by year-end.
He also reaffirmed Canada’s commitment to a free and independent Ukraine, and commended the bravery and resilience of the Ukrainian people. The Minister highlighted Canada’s role in several UDCG Capability Coalitions—joint initiatives focusing on drones, cybersecurity, and fighter lead-in training—and underscored Canada’s June 2025 commitment of an additional $2 billion in military assistance to address Ukraine’s priority needs.
At the DMM, Minister McGuinty reinforced Canada’s commitment to accelerating defence spending, investing in Arctic security, and working with international partners to address shared security challenges, including recent air incursions along NATO’s Eastern flank.
As part of Canada’s commitment to further strengthen its defence, Minister McGuinty announced funding for the Canadian Security Intelligence Service (CSIS) to increase its direct intelligence support to NATO as a key defence, security and intelligence partner. CSIS will use the funding to build closer cooperation with NATO intelligence partners, enhance sharing and collaboration, deepen existing capabilities, and further integration within the Alliance.
During his visit, Minister McGuinty signed a Memorandum of Understanding for Canada to join NATO’s Distributed Synthetic Training initiative and signed a Letter of Intent supporting the establishment of the NATO Indirect Fires Centre of Excellence in Bratislava, Slovakia, allowing Allies to contribute to its development.

Canada also contributes to four Capability Coalitions under the UDCG, including the Armour Capability Coalition, the Air Force Capability Coalition, the Drone Capability Coalition, and the IT Capability Coalition.

Since February 2022, Canada has committed nearly $22 billion in total assistance to Ukraine as it defends itself against Russia’s illegal war, including over $6.5 billion in military assistance. This includes multi-mission drones, armoured combat support vehicles, anti-tank weapons, small arms, M777 howitzers and associated ammunition. Canada is also contributing to multinational efforts to train pilots and maintain and support Ukraine’s F-16s.

Canada further contributes to Euro-Atlantic security through our support to Ukraine. Operation (Op) UNIFIER is the Canadian Armed Forces' (CAF) military training and capacity building mission in support of the Armed Forces of Ukraine (AFU).
- Since 2015, the CAF has trained over 46,000 members of the AFU under Op UNIFIER, with over 12,000 of whom have been trained in various locations across Europe following the full-scale invasion of Ukraine. CAF members are deployed under Op UNIFIER in various roles, including to provide and coordinate training, and to facilitate and deliver military donations to Ukraine in coordination with Allies and partners.
