2022-2023 Activities

Over the course of Canadian Fiscal Year 2022-2023 (1 April to 31 March), as the COVID-19 pandemic came to an end, DMTC fully resumed in-person training, delivering 48 courses to 1325 candidates in total. 18% were conducted in Canada, 3% via distance learning, and 75% abroad, in partnership with a broad range of co-hosts.

The MTCP is only beginning to administer new funds for targeted defence institution building, defence capacity building, and enhanced military assistance projects approved through Cabinet and PM initiatives, in accordance with its December 2022 TB Sub. As such, most 2022-2023 activities were multilateral regardless of the delivery location, bringing together candidates on a regional or global basis, and falling mainly under the pillars of language enhancement, professional development, and operational cooperation. A small number of bilateral initiatives were conducted using the Program’s core budget; these are indicated in brackets below.

Language Enhancement

In 2022-2023, the MTCP sponsored 120 candidates on 6 English and French language courses delivered by the Canadian Forces Language School in St. Jean, Quebec, some in person, and others via distance learning (DL). All were several months in length, exposing candidates to Canadian culture and values. Second language training is highly requested by member countries and directly contributes to their interoperability.

Professional Development

The MTCP partnered with the Canadian Forces College, the Canadian Army Command and Staff College, and other organizations in Canada and abroad to conduct 15 staff officer courses for a total of 406 candidates in 2022-2023. Ranging from a week to a year in length, these courses help prepare officers to perform staff duties in joint and combined coalition environments.

Also under the professional development pillar, the MTCP sponsored 18 specialized and occupational courses for 545 candidates. These courses were delivered mainly in partner countries, sometimes using contracted assistance. They ranged in length from one week to several months.

Operational Cooperation

                        

While all MTCP coursework enhances interoperability, the activities under this pillar focus directly on enabling multilateral deployment on international operations such as PSO and humanitarian assistance and disaster response (HADR). In 2022-2023, the MTCP conducted 12 operational cooperation activities for 254 candidates from countries that contribute internationally in the subject areas. Exercise MAPLE ARCH, a multilateral PSO Chapter 7 command post exercise for European MTCP members, normally conducted annually, could not be delivered in 2022-2023 due to the Russian invasion of Ukraine. However, the MTCP was still able to sponsor a Concept Development Conference for the subsequent year’s serial, to be hosted by Georgia in December 2023.

Defence Institution Building

Moving forward, under the MTCP’s new TB Sub, a small number of members will be targeted for bilateral and defence institution building activities, using either the Program’s core budget or special funds approved through Cabinet or PM initiatives.

In 2022-2023, under this pillar, the MTCP used its core visit to sponsor visits by CAF experts to two Jamaican centres of excellence established with Canadian support and leveraged to deliver MTCP-sponsored multilateral coursework: the Caribbean Military Aviation School and the Caribbean Maritime Military Training Centre. These visits occur on an annual basis to support standards maintenance at the centres.
