Message from the Director
I am pleased to present the Military Training and Cooperation Program (MTCP)’s Fiscal Year 2022-2023 Annual Report, on behalf of the Directorate of Military Training and Cooperation (DMTC).
2022-2023 was a seminal year for the Program, beginning with a gradual return to in-person activities as the COVID-19 pandemic drew down, and culminating in the renewal of the MTCP’s Treasury Board Submission.
Our updated terms and conditions significantly increase the Program’s responsiveness to evolving Government of Canada priorities by making our core activities fit for purpose and providing us with new authorities to administer defence institution building, defence capacity building, and enhanced military assistance funds approved through Cabinet and Prime Ministerial initiatives. Canada now has an enhanced tool to expand its influence and achieve positive effects abroad.
The value of such a mechanism was demonstrated through the $1.2 Billion in equipment and services provided to Ukraine in 2022-2023, following the Russian invasion. These donations were overseen by the Military Assistance Coordination Cell (MACC), led by my Directorate under the auspices of the Ukraine Contribution Program. The MACC will be formally incorporated into the MTCP in 2023-2024 and leveraged to coordinate enhanced military assistance activities for Ukraine and other countries that may be targeted by the Government of Canada for this type of support.
I am proud of what my team has accomplished in simultaneously re-orienting from the pandemic, leading the MTCP’s renewal and expansion, and responding to an international crisis, and I look forward to continuing this successful trajectory over the year ahead.
