Leadership team

LCol A.F. Boisvert-Novak

Commandant

Lieutenant-Colonel (LCol) Boisvert-Novak joined the Canadian Armed Forces (CAF) in 2001 as an infantry officer. With the Royal 22e Régiment, he served with the 2nd and 3rd Battalions, holding several key positions including platoon commander and company commander. He also assumed command of a training company at the Canadian Forces Leadership and Recruit School.

At the operational level, his service includes several international deployments, namely to Afghanistan with Operation ATHENA, first as part of the Kandahar Battle Group in 2007, then as a Liaison Officer with the British Gurkha, and in 2009, as a Battle Captain in a combat team. In 2010, he joined the Operational Mentor and Liaison Team as a Company Mentor. In 2016, he took part in Operation IMPACT as an Operations Officer during the fight against the Islamic State.

As a staff officer, he has gathered experience in positions at the Chief of Military Personnel Headquarters, the Office of the Vice Chief of the Defence Staff, and most recently, at the Canadian Army Headquarters, where he served as the Army G5.

LCol Boisvert-Novak is a graduate of the Université de Montréal and the Canadian Forces College. He holds a bachelor’s degree in Political Science and a master's degree in Defence Studies.

He was promoted to his current rank in 2022 and appointed as the first Commandant of the NCMLC in the summer of 2023.

CWO D.R. Limon

Chief Warrant Officer

Chief Warrant Officer Limon enrolled in the CAF in November 1990 as an Infantry Soldier. Upon completion of basic training, he was posted to the 3rd Battalion, Princess Patricia's Canadian Light Infantry (PPCLI) in Esquimalt, B.C. This was followed by a posting to 1 PPCLI in 1994. After completing various battalion positions as a Master Corporal and Sergeant, CWO Limon was posted to the 3rd Canadian Division Training Centre (3CDTC) as a platoon second in command and promoted to the rank of Warrant Officer in 2009.

In 2010, he was posted to the RMC St-Jean as the Operations WO until returning to 1 PPCLI in 2013. In 2014, he was promoted to the rank of Master Warrant Officer and was employed as Rifle Company Sergeant Major and Quarter Master Senior Instructor (QMSI). In September 2018, he returned to 3CDTC as the QMSI until June 2019, when he deployed on OP IMPACT as the Sergeant Major of the Canadian Training and Assistance Team – Jordan until August 2020.

In August 2020, he was promoted to his current rank of CWO and appointed Regimental Sergeant Major of the 4th Canadian Division Training Centre in Meaford. In 2022, he was posted to the 6 Canadian Combat Support Brigade (6CCSB) and appointed Senior CWO. In July 2024, CWO Limon was appointed as the first Brigade Sergeant-Major of the Multinational Brigade Latvia. He returned in August 2025 and assumed his current position as the Chief Instructor of the NCMLC in Saint-Jean-sur-Richelieu.

During his career, CWO Limon deployed on numerous operations: Croatia in 1992 and 1994, Kosovo in 1999, Bosnia in 2003, Afghanistan in 2006, Latvia in 2017, Jordan in 2019/20, and finally Latvia as the Multinational Brigade SM in 2024/25.

PAQUETTE, Mélanie

Academic director

Ms. Paquette joined the teaching staff of the NCMLC in 2004. She holds a Bachelor of Arts in History from the Université de Montréal, a Master of Arts in War Studies from the Royal Military College of Canada, and a Graduate Diploma in Public Administration from the École nationale d’administration publique. The later allowed her to deepen her knowledge of management and governance in public organizations.

As part of the return of Royal Military College Saint-Jean to a university status, Mrs. Paquette co-chaired the governance committee, whose work led to the publication of a report presenting a new internal governance structure and recommendations for its implementation.

From 2018 to 2020, Ms. Paquette served as Associate Secretary General for Governance, and later as Acting Secretary General at Royal Military College Saint-Jean. In 2019, she received the Marian Olynyk Award, presented to a faculty member in recognition of their personal qualities and exceptional achievements.

In October 2021, she was appointed Training Evaluation and Standards Manager at the NCMLC, then, from 2021 to 2023, she co-chaired the Review Committee for the Intermediate leadership programme. In June 2023, she received the Chief Warrant Officer Kevin-West Trophy in recognition of the excellence of her contributions.

Ms. Paquette has made significant contributions to the development of the programmes offered by the organization. In January 2025, she was appointed Academic Director of the NCMLC.

TANGUAY, Lisa

Training Evaluation and Standard Manager

Lisa Tanguay has a Master’s degree in history (Université Laval, 2005). She has been teaching at the NCMLC in 2005 as a teacher and was appointed to her current position as Training Evaluation and Standards Agent in January 2024. Tanguay works on curriculum development and instructional design for the College's leadership programs.

PRAIRIE, Jean

Moodle Administrator

Jean Prairie works at the NCMLC as the lead for the Moodle online learning platform, where he also contributes to the development of new learning tools. He began his career in the Government of Canada in 2005 as an IT technician with the Department of National Defence, before joining the Royal Military College Saint-Jean at its reopening in 2007 as a network administrator. He has also held various roles, including Information Systems Security Officer (ISSO), as well as responsibilities related to hardware and software solutions analysis. In 2020, he joined the NCMLC, where he helped implement and develop the Moodle platform to support the evolution of professional development programs for non-commissioned members of the CAF.

MARCOUX, Jean-François

Coach and Facilitator

Jean-François Marcoux holds a Masters in Political Science from the University of Montreal as well as a Professional Coaching Certification from the University of Concordia. He has been at the NCMLC since 2003 and works full time as an executive coach and facilitator since 2021 in the field of Leader Professional Development in the Section for Executive coaching and professional development for non-commissioned members. Marcoux is a certified practitioner for the EQ-I 2.0 / 360, MBTI, Psychometric 360, TKI, LCIA psychometric assessments. He is currently working on most of our Residential Programs in support of self-awareness and leader development as well as coaching senior NCMs to support their professional development on and individual, group and team basis.

RONDEAU, Maxime

Coach and Facilitator

Maxime Rondeau has been teaching in the non-commissioned member (NCM) professional military education programmes since January 2005 and taught various political science courses before his hiring at RMC Saint-Jean. Over the years, he has taken part in many working groups within the CAF aimed at evolving professional military education for NCMs. Maxime is currently pursuing his doctorate in political science at l’Université Laval. His dissertation pertains to civil-military relations and the professionalization of NCO corps.

Professional military education department

DJEBABLA, Mourad

Director of the Professional military education department

Mourad Djebabla is a military historian specialising in the study of the Canadian domestic front during the First World War, as well as the question of Quebec's memory of this conflict. He teaches history to officer cadets and students at RMC since 2010 and for RMC Saint-Jean since 2017. Djebabla joined the military professional education department in 2018, which became his main attachment to RMC Saint-Jean. Since 2020, he gives a master's-doctoral seminar for the RMC's War Studies program.

PATEL, Manisha

Deputy Director of the Professional military education department

Manisha Patel holds a bachelor’s and a master’s degree in history from the University of Québec in Montréal (UQAM). Particularly interested in the study of the history of ancient civilisations, her master’s thesis was dedicated to the study of ancient Greek religion. She also had the opportunity to travel to Greece and Italy to further her knowledge on Classical Antiquity during her studies.

Desiring to teach at the post-secondary level, Manisha Patel has completed a post-graduate program in pedagogy at UQAM in 2006. During this time, she took a training course at Montmorency College in Laval to gain teaching experience. She has also worked as a research assistant, a workshop animator and as a teacher’s aid for different history professors at UQAM.

Teaching at the NCMLC since August 2006, Ms Patel has taught both distance learning and residential courses of the ILP, ALP and SAP. She has also taught history courses at Canadian Forces Leadership and Recruit School (CFLRS).

BÉLANGER, David

Teacher, Professional military education department

David Bélanger joined the NCMLC in 2025. He holds a bachelor’s degree in International Studies from Bishop’s University, a master’s degree in International Studies from the University of Montreal and has also completed a graduate-level microprogram in initial training in college teaching from the University of Sherbrooke.

David Bélanger has been teaching in various higher education institutions at the CEGEP and university levels since 2020. His background includes experience as a student-athlete at all levels within provincial and national sport structures. A regional, provincial and national champion, he integrates his sporting experiences into his teaching practice. Furthermore, he integrates his knowledge of UN-specific diplomatic language and practices acquired through his experiences as a learner and teacher of the National Model United Nations course into his teaching practice.

BONNIER, Pier-Audrey

Teacher, Professional military education department

Pier-Audrey Bonnier completed both her bachelor's and master's degree in Anthropology at Université de Montréal (UdeM), where she wrote a thesis on the enlistment motivations of Quebec-based soldiers in the CAF. In addition to Canadian military culture and traditions, her research interests include Indigenous studies and cultural anthropology. Before joining the NCMLC as a teacher, she worked in human resources at the 2nd Canadian Division Support Group.

BOULANGER, David

Teacher, Professional military education department

David Boulanger completed a B.A. in history at Université de Montréal (UdeM) as well as a M.A. in medical history from the same establishment. His field of research is military medicine and teaching of medicine, especially for the Modern and Contemporary periods in France. He also completed several courses about distance learning at Téluq University (professional development). His other fields of interest are international relations, video games and education as well as etiquette (Gentlemanship).

Prior to his hiring, Mr. Boulanger was a high school history teacher. He also worked for a scientific historical review (Cahiers d’histoire). He participated in symposiums at Mont-Laurier College (2006) and Mont-Tremblant (2015) as well as collaborated with Quebec Science journal (2014) and French CBC Radio (Les années lumières, 2014). About the topic of Gentlemanship, he has been interviewed on television (MaTV – My Curious City, 2019) and radio (French CBC, Un Phare dans la Nuit, 2021).

BOUTET, Benoit

Teacher, Professional military education department

Benoit Boutet obtained his B.A. and Master’s degree in history from Laval University in Quebec City. He worked on the development of the northern frontier of the Roman Empire from the 1st to the 3rd century AD. He also contributed to the university’s Roman History Research Group activities and projects for a few years. In addition to history in general, other fields of interest include military affairs, CAF customs and traditions as well as current affairs. Prior to his arrival as a teacher for the NCMLC, he worked in the private sector for a communications/public relations company.

BRADETTE, Alexandre

Teacher, Professional military education department

Alexandre Bradette obtained his bachelor’s degree in History from the University of Sherbrooke in 2002. During that period, one of his main interests was the impact of the First World War on the international system. He completed a master’s degree in History from the same university in 2006. His thesis was about the struggle for economic power between the Catholic Church and the French-Canadian people.

As a historian, he had the opportunity to teach high school and university students. He also worked for three years as a teaching assistant and researcher for the History and Political Science Department of the University of Sherbrooke. He has been a Facilitator on the ILP-DL course since 2007.

CLERMONT, Francis

Teacher, Professional military education department

Francis Clermont has been teaching senior Canadian Armed Forces leaders and Non-Commissioned Members for the Professional Military Education Department at the Non-Commissioned Member Leadership College since April 2006. He has taught an undergraduate university course in International Relations at the Royal Military College Saint-Jean and has participated in the college’s academic activities and committees.

His areas of expertise, research, publication, and professional interest include complexity, ethics, leadership, systems thinking, systems modelling, design, political science, management, professional military education, and the profession of arms. He delivers scientific communications and conducts seminars, lectures, and courses on these subjects. In 2011, he directed and produced a documentary film entitled The Art of Being a Soldier-Diplomat: The Experience of Canadian NCMs in Cyprus.

In 2015, he was invited to join the Directorate of Military Training and Cooperation as an instructor in Ethics and Integrity, contributing to military seminars and workshops conducted in multiple countries worldwide.

In 2019, Francis completed a postgraduate degree in Management at HEC Montréal (Université de Montréal) with High Distinction. He holds a master’s degree in political science (International Law and International Relations) from Université du Québec à Montréal, as well as a bachelor’s degree in history and political science from Université de Montréal.

Prior to joining the Department of National Defence, he worked in the fields of communication and journalism.

GASKIN, Stéphane

Teacher, Professional military education department

Stephane Gaskin obtained a PhD degree in psychology from McGill University where he studied the neurobiology of learning and memory. He then pursued studies as a postdoctoral researcher at both the University of California in San Diego and Concordia University in Montréal from which he also obtained a personal and professional coaching certification. He then taught a variety of psychology and neuroscience courses at both the college and university level. Much of his research was published in international scientific journals. He has also published a textbook of behavioural neuroscience.

GOYETTE-CÔTÉ, Marc-Olivier

Marc-Olivier Goyette-Côté has a Ph.D. in communication specialising in the political economy of communication, with particular expertise in the socio-economic issues of communication technologies and journalism. His work focuses on the mechanisms of automated reprocessing of current information in connection with the Internet, the forms and practices of pluralism in journalism, the mechanisms/strategies of valorization of digital content, as well as the changing forms of labor on the Internet.

In addition to his academic career, Marc-Olivier Goyette-Côté has extensive professional experience in the communication industry, having worked as a journalist, webmaster, and editor in the specialized press, as well as having carried out numerous communication contracts in the public and private sector, and in municipal politics.

She is currently teaching in the Intermediate leadership programme and was recently involved in developing the CAF's Primary Leadership Qualification in 2022–2023. She gained extensive teaching experience in public secondary schools from 2017 to 2024 before joining the NCMLC team in 2025.

HINSE, Sébastien

Sebastien Hinse obtained his bachelor’s degree in Political Science and American History from McGill University in 2000. He then continued his studies at the University of Montreal where he completed his master’s degree in Political Science in 2003. His thesis focused on the role and the weight of a reunified Germany in an enlarged European Union. During these studies, Mr. Hinse also paid a particular interest to the project of the European Security and Defense Policy (ESDP). In the course of his master’s, he also worked as a teaching assistant for the Political Science Department of the University of Montreal. Mr. Hinse completed the NATO E&IT Instructor Course from NATO School Oberammergau.

After a first interim mandate from 2015 to 2017, Mr. Hinse has been appointed Head of the Professional Military Education Department of the Academic Wing of RMC St-Jean in July 2019.

Before joining the then Non-Commissioned Members Professional Development Center (NCMPDC) in 2007, Mr. Hinse occupied a variety of managerial positions for the Canadian Tire Corporation in stores of the Montreal region.

LANGLOIS, Philippe

Philippe Langlois holds a bachelor's degree and a master's degree in political science, international relations profile, including a full year of study in Belgium at the Université Libre de Bruxelles. His dissertation focused on financial crises. He has experience as a teaching assistant, tutor, workshop leader and teacher at various academic institutions, including Université de Québec à Montréal (UQAM), Cégep du Vieux-Montréal and Cégep de Rimouski. He has also been a researcher in political economy for various research groups such as IRIS and IREC. He has been teaching at the NCMLC since January 2018 on the ILP, ALP and residential ILP programs, as well as occasionally to officer cadets at RMC Saint-Jean.

LECLERC, Marie-Hélène

Ms. Leclerc earned an M.A in medieval history (1995), a Certificate in education and a Certificate in Russian studies from Université Laval in Québec City (1999), and a Diploma in Instructional technology from Concordia University in Montreal (2014). After working in tourism and in three independent bookstores in Quebec City, she became a distance-learning (DL) teacher for the senior Non-Commissioned Officers (NCOs) at Royal Military College of Saint-Jean in 2003.

She has assisted students as they learned about military ethics, leadership, Canadian military history and other related subjects. Her other tasks are curriculum development for the courses offered to NCOs. She has also taught Canadian military history to recruits at the CAF Leadership and Recruit School in 2007-2008.

LUMMACK, Robert

Since 2009, Robert has worked with the team at the NCMLC, working on all courses. Prior to this, Robert completed an internship at UNICEF HQ, working with the Emergency Unit team which staffed experts for emergency situations. He also worked as a researcher for the Presidential Human Rights Commission of Guatemala, through the Canadian International Development Agency young professional program. With National Defence, Robert has participated as an instructor in military training and cooperation missions (DMTC) in Jordan, Brazil and Philippines.

Additionally, Robert has participated in electoral observation missions, such as Mission Canada 2012 and 2014 in Ukraine, for the Organization of American States (OAS) in Guatemala 2011 and for an non-governmental organization (NGO) in El Salvador 2009. Robert is interested in the interconnections between diverse subjects such as development, conflict, the global economy, complex systems, cultural intelligence, ethics, the Women, Peace and Security agenda and post-conflict contexts. His education (M.A. McMaster, 2007) is in Political Science – international relations and comparative politics of developing regions.

MARTEL, François

François Martel Lacoursière obtained his master’s degree in History from the University of Montreal in 2007. He worked on relations between military institutions, political leaders and German society from the dismissal of Bismarck to the beginning of the First World War. He completed his bachelor’s degree at the Université du Québec à Montréal, specialising both on the Ancient and Contemporary eras.

François worked as a high school teacher and football coach. In the course of his career, he travelled to such countries as England, France, the Netherlands, Switzerland, Italy, Austria and Turkey. He also lived in Berlin for a few of months on a study trip organized with the Humboldt Universität.

MATHIEU, Geneviève

After a passage in criminology intervention, Geneviève Mathieu completed a Bachelor's degree in Humanities (UdeM, 2007) and a Master's degree in Literary Studies (UQAM, 2011). In January 2025, she began her graduate studies in Applied Ethics (UdeS).

Geneviève has taught at the secondary, college, and university levels. She has also worked internationally, notably in Belgium as part of an OUTCAN posting, where she continued her professional development while fully appreciating the role of the CAF, Canada's place within NATO, and the importance of leadership focused on promoting the highest standards of the military profession.

Geneviève promotes learning by doing and particularly enjoys working with professionals from a variety of backgrounds.

She joined the NCMLC team in August 2025 and teaches the Intermediate leadership programme (ILP).

André Séguin has a specialized bachelor’s degree in history (2002) and has yet achieved a master’s degree in history of sciences (2006). His research was mainly focused on the effect of discrimination upon the concentration of Jewish scientists in certain areas of the German scientific community of the Second Reich (1871-1918). He also has a keen interest in history of ideas, whether political, social, economical or scientific, or related to international relations.

TURCOTTE, Mélanie

Mélanie Turcotte has undergraduate degrees in history and languages (Université de Montréal), law (Université Laval) and a master's degree in intercultural mediation from the Université de Sherbrooke. Passionate about languages and different cultures, her studies have focused mainly on modern languages, but also on the history of Latin and Germanic languages and their evolution over time, as well as on the different societies related to them. Since joining the NCMLC, her interests have focused primarily on international relations.
