13-16 Annex F - The Army, Navy and Air Force Veterans in Canada Cadet Medal of Merit
Cadet Administrative and Training Orders (CATOs)
General
1. The Army, Navy and Air Force Veterans in Canada (ANAVETS), as a legacy to its desire to promote excellence and awareness of the CCO, has established the Army, Navy and Air Force Veterans in Canada Cadet Medal of Merit (ANAVETS Cadet Medal of Merit).
2. One medal shall be awarded at each CSTC to the top cadet, male or female, for each course listed in paragraphs 6, 7 and 8 hereunder.
Description
3. The decoration consists of a pewter-coloured medallion with ribbon. At the centre of the medallion is the centre portion of the ANAVETS insignia. Circling the insignia is written "Army Navy & Air Force Veterans in Canada" on one face and the French equivalent on the other face. Along the edge, there is a striped border of red, white and blue. The ribbon, 3.5 cm wide, is blue with two sets of thin vertical stripes of red and white. A metal bar at the top of the ribbon reads CADET and a second metal bar at the bottom of the ribbon, to which the medallion is joined, reads MERITUM.
Selection Criteria
4. The following selection criteria shall be used to determine the medal recipients:
- overall achievement on the course;
- leadership qualities;
- instructional abilities (criteria used if applicable to the course for which the medal is being awarded);
- dress and deportment;
- motivation; and
- cooperation with others.
Selection Committees
5. For each course listed in paragraphs 6, 7 and 8 hereunder, the CSTC Commanding Officer shall form a selection committee comprised of members of his staff. These committees shall ensure the most deserving candidates are selected to receive the medals in accordance with the selection criteria.
Sea Cadets
6. Sea cadets loaded on the following summer courses are eligible for the ANAVETS Cadet Medal of Merit:
- Boatswain Mate Course;
- Sailing Coach Course;
- Silver Sail Course;
- Shipwright Course;
- Marine Engineering Course;
- Drill and Ceremonial Instructor Course;
- Fitness and Sports Instructor Course;
- Air Rifle Marksmanship Instructor Course;
- Military Band – Advanced Musician Course; and
- Pipe Band – Advanced Musician Course.
Army Cadets
7. Army cadets loaded on the following summer courses are eligible for the ANAVETS Cadet Medal of Merit:
- Parachutist Course;
- Expedition Instructor Course;
- Leadership and Challenge Course;
- Drill and Ceremonial Instructor Course;
- Fitness and Sports Instructor Course;
- Royal Canadian Army Cadets National Rifle Team;
- Fullbore Marksmanship Phase 2 Course;
- Air Rifle Marksmanship Instructor Course;
- Military Band – Advanced Musician Course; and
- Pipe Band – Advanced Musician Course.
Air Cadets
8. Air cadets loaded on the following summer courses are eligible for the ANAVETS Cadet Medal of Merit:
- Advanced Aviation Technology Course – Airport Operations;
- Advanced Aviation Technology Course – Aircraft Maintenance;
- Advanced Aerospace Course;
- Drill and Ceremonial Instructor Course;
- Fitness and Sports Instructor Course;
- Survival Instructor Course;
- Air Rifle Marksmanship Instructor Course;
- Military Band – Advanced Musician Course; and
- Pipe Band – Advanced Musician Course.
9. Air cadets participating in the Power Pilot Scholarship and Glider Pilot Scholarship are not eligible for the ANAVETS Cadet Medal of Merit as they are eligible candidates for the Air Force Association of Canada Medal that is awarded for those courses. Refer to CATO 52-08 for more details on this medal.
Common Summer Courses
10. Here is the list of common summer courses for Sea cadets, Army cadets and Air cadets:
- Fitness and Sports Instructor Course;
- Air Rifle Marksmanship Instructor Course; and
- Military Band – Advanced Musician Course; and
- Pipe Band – Advanced Musician Course.
11. Sea cadets, Army cadets and Air cadets attending a common summer course at the same CSTC shall be considered to be on the same course for the purpose of awarding the ANAVETS Cadet Medal of Merit. Only one medal shall be awarded to the top male cadet or the top female cadet on the course, whether it is a Sea cadet or an Army cadet or an Air cadet.
Distribution of Medals
12. Annually, D Cdts & JCR shall forward an appropriate quantity of medals to CSTCs based on the number of summer courses being conducted for that year in each location.
Medal Presentations
13. An ANAVETS representative shall present the medals to the recipients at the graduation parades of the different CSTCs. If an ANAVETS representative is not available, the Reviewing Officer shall present the medals.
Multiple Medals Recipients
14. A cadet having already received the ANAVETS Cadet Medal of Merit may also, in subsequent years, be the best cadet on other courses for which this medal is awarded thus the possibility of this cadet receiving one or two additional ANAVETS Cadet Medal of Merit.
15. For second-time medal recipients, a silver coloured maple leaf clasp shall be affixed in the middle and center of the medal and ribbon. For third-time medal recipients a gold coloured maple leaf clasp shall be affixed in the middle and center of the medal and ribbon.
16. To receive their medal and ribbon affixed with a silver or gold coloured maple leaf clasp, second-time and third-time medal recipients shall return the second or third ANAVETS Cadet Medal of Merit they received at the graduation parade to the ANAVETS National Headquarters, through their squadron Commanding Officer. ANAVETS shall have the medal and ribbon affixed with the appropriate coloured maple leaf clasp and then returns the affixed medal and ribbon to the cadet. Follow the same procedure as for medal and/or ribbon replacement; see paragraphs 18 and 19 hereunder.
Notification of Award
17. In the week following the graduation parade, the CSTC Commanding Officer or his designate shall record medal recipients in FORTRESS.
Medal and/or Ribbon Replacement
18. A replacement medal and/or ribbon may be obtained by submitting a written request to the ANAVETS National Headquarters. The following information must be included with the request:
- medal recipient’s given name(s) and surname;
- medal recipient’s squadron number at the time of award, and if two or three different squadrons for a second-time or third-time medal recipient, indicate the different squadrons;
- year in which the medal was awarded or years in which the two or three medals were awarded for a second-time or third-time medal recipient;
- location where the medal was awarded, and if two or three different locations for a second-time or third-time medal recipient, indicate the different locations;
- medal recipient’s telephone number(s); and
- mailing address where the medal and/or ribbon are to be sent.
19. The replacement medal and/or ribbon request is to be sent by mail to the ANAVETS National Headquarters at the following address:
