Pleasure Craft Operator Competency (PCOC) Instructor |
- Able to provide Module 1 training.
- Able to administer PCOC exam.
- A cadet at the age of 17 years may be utilized in an instructor development role where they may deliver training to others under supervision (a minimum of 60% of this time shall be under direct supervision) and at the discretion of the local senior SCOP Instructor.

- Hold Powerboat Operator qualification.
- Be 18 years or older IAW Transport Canada policy.
- Completed:
- Basic Officer Training Course (BOTC), CIC Occupational Training Course (OTC), and Sea Environmental Training Course (SETC); or
- Corps Phase 4 and one of:
- Ships Boat Operator (SBO); or
- Sail Coach.
- Complete PCOC Instructor OJT/E Package.

Restricted Operator’s Certificate (Maritime) (ROC(M)) Instructor |
- Able to provide Module 2 training.
- Able to administer ROC(M) exam.
- Only CF members may hold this instructor certification.

- Hold a ROC(M) with Digital Selective Calling (DSC) endorsement.
- Be a member of the CF IAW the Industry Canada (IC) / Canadian Power and Sail Squadron (CPS) / CF Memorandum of Understanding (MoU).
- Completed Basic Officer Training Course (BOTC), CIC Occupational Training Course (OTC), and Sea Environmental Training Course (SETC).
- Complete ROC(M) Instructor OJT/E Package.

Powerboat Instructor (PBI) |
- Able to provide Module 1 training.
- Able to administer PCOC exam.
- Able to provide Module 3 training.
- Able to administer Small Boat Power Certificate practical evaluations.
- When endorsed, a PBI may also administer and evaluate the endorsements for:
- Speciality Craft (Module 6)

- Hold Powerboat Operator qualification.
- Be 17 years or older.
- Completed:
- Basic Officer Training Course (BOTC), CIC Occupational Training Course (OTC), and Sea Environmental Training Course (SETC); or
- Phase Four and one of:
- Ships Boat Operator (SBO) or
- Sail Coach.
- Complete PB Instructor OJT/E Package.
- For Advanced Outboard Power, the PBI must have also completed a minimum of 25 hours at the helm of the craft type.

Small Craft Rescue Instructor (SCRI) |
- Able to provide Module 1 training.
- Able to administer PCOC exam.
- Able to provide Module 3 training.
- Able to administer Small Boat Power Certificate practical evaluations.
- Able to provide Module 4 training.
- Able to administer SCR Certificate practical evaluations.
- SCR and First Aid must be kept current during certification period.

- Hold a Safety Boat Operator qualification.
- Hold a Powerboat Instructor qualification.
- Hold a valid Lifesaving Society Bronze Medallion Standard or SCOP Module 4 Swim Standard.
- Hold a valid Standard First Aid Certificate.
- Possess water scene management:
- Current LSS Instructor, LSS NLS LSS Boat Rescue Instructor, CYA Coach with Bronze Cross, or
- Extensive water scene management experience recognized by D Cdts & JC
- Be 18 years or older.
- Completed:
- Basic Officer Training Course (BOTC), CIC Occupational Training Course (OTC), and Sea Environmental Training Course (SETC); or
- Phase Four and Sail Coach certification.
- Complete SCR Instructor OJT/E Package.

Sea Boat Instructor (SBI) |
- Able to provide Module 1 training.
- Able to administer PCOC exam.
- Able to provide Module 5 training.
- Able to administer Sea Boat Coxswain Certificate - Whaler practical evaluations.
- When endorsed, the Sea Boat Instructor may also administer and evaluate the endorsements for:
- Cutter coxswain;
- Motor Work Boat coxswain (Module 7).

- Hold Sea Boat Coxswain qualification.
- Be 17 years or older.
- Completed:
- Basic Officer Training Course (BOTC), CIC Occupational Training Course (OTC), and Sea Environmental Training Course (SETC); or
- Phase Four and Ships Boat Operator (SBO).
- Complete Sea Boat Instructor OJT/E Package
- To be endorsed as an instructor of a speciality craft the individual must have completed:
- Sea Boat Instructor OJT/E Package; and
- A minimum of 25 hours at the helm of the specialty craft post the completion of their operator/coxswain certification.
