24-14 Annex A – Certification/Re-Certification Table

Cadet Administrative and Training Orders (CATOs)


Qualification Certification/Maintenance Loss Of Certification Re-Certification (members may be reinstated after)
Range Safety Officer (RSO) - Small Bore Biathlon RSO (SB)

Personnel shall be awarded qualification and certification after successfully completing a handling test and conducting at least one practical biathlon range activity (Acting as both OIC and RSO) under the supervision of a certified Directing Staff for the Course.

Certified personnel will be required to maintain a Specialty Training and Activity Log Book subject to audit by the CO RCSU designate.

RSO SB certifications are awarded for a three year period and will expire if the certified member does not apply for re-certification within that three year period through their Regional Certification Manager. In addition, certification can be revoked by the CO RCSU or their designate. Justification for loss of certification is due to the loss of proficiency (skill decay) through lack of practice or the inability of the member to conduct the exercise.
  • An audit of the member’s Specialty Training and Activity Log book proves that the member has conducted at least one training exercise annually over the three year period with no more than 18 months gap between activities; or
  • Successful completion of a formal course (may be waived or modified as directed by the DTA); or
  • Successful completion of a proficiency check conducted by a CO RCSU designate; or
  • Endorsement by the CO RCSU.
Range Safety Officer – Large Bore C7/C11/12 RSO (LB - C7/C11/12)

Personnel shall be awarded qualification and certification after successfully completing a handling test and conducting at least one practical range training exercise (Acting as both OIC and RSO) under the supervision of a certified Directing Staff for the Course.

Certified personnel will be required to maintain a Specialty Training and Activity Log Book subject to audit by the CO RCSU designate.

RSO LB certifications are awarded for a three year period and will expire if the certified member does not apply for re-certification within that three year period through their Regional Certification Manager. In addition, certification can be revoked by the CO RCSU or their designate. Justification for loss of certification is due to the loss of proficiency (skill decay) through lack of practice or the inability of the member to conduct the exercise.
  • An audit of the member's Specialty Training and Activity Log book proves that the member has conducted at least one training exercise annually over the three year period; or
  • Successful completion of a formal course (may be waived or modified as directed by the DTA); or
  • Successful completion of a proficiency check conducted by a CO RCSU designate; or
  • Endorsement by the CO RCSU.
Flat Water Canoe Instructor (FWCI)

Personnel shall be awarded qualification and certification after successfully completing a formal course.

Certified personnel will be required to maintain a Specialty Training and Activity Log book subject to audit by the CO RCSU designate

Flat Water Canoe Instructor certifications are awarded for a three year period and will expire if the certified member does not apply for re-certification within that three year period through their Regional Certification Manager. In addition, certification can be revoked by the CO RCSU or their designate. Justification for loss of certification is due to the loss of proficiency (skill decay) through lack of practice or the inability of the member to effectively conduct the activity.
  • An audit of the member's Specialty Training and Activity Log book proves that the member has conducted at least one flat water training activity within the previous three-year period; or
  • Successful completion of a formal course (may be waived or modified as directed by the DTA; or
  • Successful completion of a proficiency check conducted by a CO RCSU designate; or
  • Endorsement by the CO RCSU.
Moving Water Canoe Instructor (MWCI)

Personnel shall be awarded qualification and certification after successfully completing a formal course.

Certified personnel will be required to maintain a Specialty Training and Activity Log book subject to audit by the CO RCSU designate

Moving Water Canoe Instruct or certifications are awarded for a three year period and will expire if the certified member does not apply for re-certification within that three year period through their Regional Certification Manager. In addition, certification can be revoked by the CO RCSU or their designate. Justification for loss of certification is due to the loss of proficiency (skill decay) through lack of practice or the inability of the member to effectively conduct the activity.
  • An audit of the member's Specialty Training and Activity Log book proves that the member has conducted at least three moving water training activities within the previous three-year period; or
  • Successful completion of a formal course (may be waived or modified as directed by the DTA; or
  • Successful completion of a proficiency check conducted by a CO RCSU designate; or
  • Endorsement by the CO RCSU.
Abseil Instructor (AI)

Personnel shall be awarded the qualification and certification after completion of a formal course.

Certified personnel will be required to maintain a Specialty Training and Activity Log book subject to audit by the CO RCSU designate

Abseil Instructor certifications are awarded for a two year period and will expire if the certified member does not apply for re-certification within that two year period through their Regional Certification Manager. In addition, certification can be revoked by the CO RCSU or their designate. Justification for loss of certification is due to the loss of proficiency (skill decay) through lack of practice or the inability of the member to effectively conduct the activity.
  • An audit of the member's Specialty Training and Activity Log book proves that the member has conducted at least four abseil training activities within the previous two-year period. Of these four activities, at least one must have been conducted on a natural site; or
  • Successful completion of a proficiency check conducted by a CO RCSU designate; or
  • Successful completion of a formal course (non-CIC), approved by the CIC training organization;  or
  • Complete new professional development opportunities / conversion training (may be waived as directed by the Designated Training Authority (DTA)); or
  • Endorsement by the CO RCSU.
Mountain Bike Instructor (MBI)

Personnel shall be awarded the qualification and certification after completion of a formal course.

Certified personnel will be required to maintain a Specialty Training and Activity Log book subject to audit by the CO RCSU designate.

Mountain Bike Instructor certifications are awarded for a three year period and will expire if the certified member does not apply for re-certification within that three year period through their Regional Certification Manager. In addition, certification can be revoked by the CO RCSU or their designate. Justification for loss of certification is due to the loss of proficiency (skill decay) through lack of practice or the inability of the member to effectively conduct the activity.
  • An audit of the member's Specialty Training and Activity Log book proves that the member has conducted at least three mountain bike training activities within the previous two-year period; or
  • Successful completion of a formal course (may be waived or modified as directed by the DTA; or
  • Successful completion of a proficiency check conducted by a CO RCSU designate; or
  • Endorsement by the CO RCSU.
