3. Definitions
- Authorized Cadet Activity.
- An authorized cadet activity is an activity for cadets that has been authorized by the chain of command through the submission of a training plan and/or an activity request. It includes any CJCR Gp-approved travel/movement/transportation from a rally point (e.g. corps/squadron location, Regional Training Establishment, CTC) to the designated activity location, and back to the rally point. For insurance purposes, an authorized cadet activity includes any travel/movement/transportation to and from the authorized cadet activity.
- Age of majority.
- The age of majority means the age when a youth legally becomes an adult in the province or territory where the youth lives. Depending on the province or territory, this is 18 or 19.
4. Purpose
- 4.1 This instruction provides the process required for a cadet, their parent/guardian or beneficiaries to submit a claim to the CJCR Gp Insurance along with the responsibilities of CJCR Gp staff in relation to the claim.
- 4.2 Cadets being paid as Staff Cadets are not entitled to CJCR Gp insurance and are provided medical and dental benefits in accordance with QR (Cadets), Chapter 6, Chaplain, Medical, Dental and Legal Service, and CJCR Gp O 5530-5, Staff Cadet Employment.
5. Cadet and Parent/Guardian Responsibilities
- 5.1 Ill or injured cadets or their parent/guardian will ensure any illness or injury caused by an incident to a cadet at an authorized cadet activity is reported to their supervisor or corps/squadron CO as soon as possible.
- 5.2 When a cadet, other than a staff cadet, becomes ill or is injured during their participation in an authorized cadet activity their parent/guardian, the cadet’s beneficiaries or the cadet themselves if they are the age of majority in their province/territory of residence, can submit a claim to the CJCR Gp Insurance policy.
- 5.3 There are six steps to follow as part of the claim process:
- Step 1 - submit an email to CJCRinsurance-assurance@forces.gc.ca that includes:
- the full name of the ill or injured cadet and contact information;
- the name of the home corps/squadron;
- the date of the activity;
- the type of activity;
- the name of the activity and where the activity was located; and
- the name of the supervisor during the activity.
- Step 2 – CJCR Gp initiates the process and facilitates the connection with the insurance broker;
- Step 3 – Insurance broker contacts the individual making the claim as per para 4.2;
- Step 4 - follow the instructions provided by the insurance broker;
- Step 5 - provide the claim reference number to CJCRinsurance-assurance@forces.gc.ca; and
- Step 6 - provide general status updates to an assigned representative from CJCR Gp or RCSU until the closure of the claim.
- Step 1 - submit an email to CJCRinsurance-assurance@forces.gc.ca that includes:
- 5.4 During the claim process, the cadet and their parent/guardian must provide all necessary documents to the insurance company promptly to ensure benefits are distributed on time.
6. CJCR Gp Responsibilities
Supervisor
- 6.1 Upon receiving a report of an injury or illness at an authorized cadet activity, the supervisor will:
- ensure the cadet has received immediate medical care as appropriate;
- initiate the DND 2299, Report on Injuries or Exposure to Toxic material – Cadet or Civilian Instructor process; and
- report the occurrence to the chain of command in accordance with CJCR Gp O 2008-3, Issues and Crisis Management.
RCSU
- 6.2 Upon receiving the report of an injury or illness occurring at an authorized cadet activity, the RCSU will:
- provide the cadet or their parent/guardian with information regarding potential insurance coverage and the contact information for CJCR Gp JOCC in the event they choose to make a claim;
- report the occurrence to the chain of command in accordance with CJCR Gp O 2008-3, Issues and Crisis Management; and
- ensure the DND 2299, Report on Injuries or Exposure to Toxic material – Cadet or Civilian Instructor process is initiated and closed, as appropriate, regardless of the cadet or parents/guardians’ decision to submit a claim.
CJCR Gp JOCC
- 6.3 Insurance claim submissions will be sent by the cadet or their parent/guardian to the CJCR Gp JOCC. The CJCR Gp JOCC will:
- validate the status of the cadet and that the occurrence was at an authorized cadet activity;
- provide the cadet or their parent/guardian with contact information for the insurance broker to initiate the claim and any additional supporting documentation; and
- coordinate with the RCSU to arrange a CJCR Gp representative for the cadet or their parent/guardian once a claim reference number is provided by the insurance broker.
- 6.4 The CJCR Gp JOCC is not responsible for determining if an illness or injury is eligible for coverage under the CJCR Gp insurance. All claims will be determined by the insurance broker in consultation with the cadet or their parent/guardian.
7. Documentation
- 7.1 Personal information is collected in accordance with Personal Information Bank DND RCD 340 to ensure the efficient administration of the Cadet Program. Authorized use of this information must be consistent with the intent of the information bank and be disposed of when a former cadet reaches the age of 25 years.
- 7.2 Medical documentation is produced in accordance with DND/CAF medical guidelines and are the result of medical treatment provided by the Canadian Forces Health Services Group. This information is subject to the Defence Classification and Disposition System and is held for 28 years after the cadet has reached the age of 18, or 28 years from the last documented decision if the cadet is over the age of 18.
- 7.3 CJCR Gp JOCC will track all claim submissions for historical records.
8. Publication
Frequency of Publication
- 8.1 A periodic review of CJCR Gp Instructions will be initiated every three years, or more frequently if necessary.

- 8.2 Users of CJCR Gp Instructions are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
