Application: This order applies to members of the Canadian Armed Forces and is a directive that applies to Civilian Instructors, Cadets and Junior Canadian Rangers Group Volunteers, employees of the Department of National Defence employed within the Cadet and Junior Canadian Rangers Group, and cadets registered in the Cadet Program.

3. Definitions
- Accidental Death and Dismemberment Insurance.
- Accidental death and dismemberment insurance is a type of insurance policy that provides benefits to the policyholder or their beneficiaries in the event of accidental death or serious injury.
- Authorized Cadet Activity.
- An authorized cadet activity is an activity for cadets that has been authorized by the chain of command through the submission of a training plan and/or an activity request. It includes any CJCR-approved travel/movement/transportation from a rally point (e.g. corps/squadron location, Regional Training Establishment, CTC) to the designated activity location, and back to the rally point. For insurance purposes, an authorized cadet activity includes any travel/movement/transportation to and from the authorized cadet activity.

- CJCR Gp Volunteer.
- See QR (Cadets), section 1.02, Definitions. Supplemented by the following: the term CJCR Gp Volunteer applies to a CAF member when not on paid duty, or a CI when not on paid service; a CJCR Gp Volunteer is authorized by a corps/squadron, CTC or RCSU CO; and a volunteer is screened by CJCR Gp.
- Third-party insurance broker.
- A third-party insurance broker is an independent intermediary who advocates for clients, offering unbiased advice and access to various insurance products while assisting with claims and negotiations.
- General Liability insurance.
- General liability insurance is designed to protect individuals from financial loss if they are held legally responsible for causing injury to someone else or damaging someone else's property.
- Paid Service.
- See QR&O, Volume I, Chapter 9 Reserve Service. A member who is being paid through Class “A” or “B” reserve service, which includes CIs with a signed Employment Agreement.
- Private Insurance Policy.
- A private insurance policy is a contract between an individual and a private insurance company, where the individual pays premiums in exchange for coverage against specific risks. These policies can cover a wide range of needs, including health, life, auto, home, and more.
- Provincial/Territorial Insurance Policy.
- A provincial/territorial insurance policy typically refers to the publicly funded health insurance provided by the government in each province or territory in Canada. This type of insurance covers essential healthcare services for residents of the province.

4. Policy
- 4.1 CJCR Gp will provide insurance coverage to CJCR Gp Volunteers, and cadets when they are participating in authorized cadet activities.
- 4.2 COATS members while on paid service are covered as outlined in Compensation and Benefits Instructions 210.72, Reserve Force - Compensation During A Period Of Injury, Disease Or Illness.
- 4.3 CIs are entitled to medical and dental benefits in accordance with QR (Cadets), Chapter 6, Chaplain, Medical, Dental and Legal Service and CJCR Gp O 5530-1, Civilian Instructor Management.
- 4.4 SCdts are entitled to medical and dental benefits in accordance with QR (Cadets), Chapter 6, Chaplain, Medical, Dental and Legal Service and CJCR Gp O 5530-5, Staff Cadet Employment.
Requirements
- 4.5 The CJCR Gp will secure insurance coverage through a third-party insurance broker for AD&D and Liability including General Liability.
- 4.6 Prior to a claim being submitted to the CJCR Gp AD&D and General Liability Insurance, CJCR Gp will validate the status of the individual, and confirm that the incident occurred during an authorized cadet activity.
- 4.7 CJCR Gp will forward all claim inquiries to the insurance broker. CJCR Gp is not responsible for determining if an illness or injury is eligible for coverage under the CJCR Gp insurance. All claims will be determined by the insurance broker in consultation with the claimant.
5. Coverage Details
- 5.1 AD&D insurance is provided to CJCR Gp Volunteers and cadets in the unlikely event of death or serious injury that occurs during an authorized cadet activity. This coverage is in addition to provincial/territorial and private coverage. The AD&D insurance will only cover expenses not covered by provincial/territorial health insurance, private medical insurance, or other family group benefits. For specific AD&D benefits, individuals may consult the insurance coverage guide available upon request to CJCRinsurance-assurance@forces.gc.ca.
- 5.2 General Liability Insurance provides coverage to registered CJCR Gp Volunteers and cadets of the Cadet Program. The policy includes CJCR Gp Volunteers and cadets as the Named Insured. This insurance is meant to protect CJCR Gp Volunteers and cadets from financial loss if they are found legally responsible for causing bodily injuries, property damage, or other harm to a third party during an authorized cadet activity.
- 5.3 CJCR Gp General Liability Insurance may cover all costs that the insured person has to pay due to liability for damages. For specific General Liability Insurance, individuals may consult the insurance coverage guide available upon request to CJCRinsurance-assurance@forces.gc.ca.
Limitations
- 5.4 CJCR Gp coverage may be limited in the following instances:
- when any adult is transporting cadets during an authorized cadet activity in their own vehicle they assume liability for the cadets and must have sufficient auto insurance in compliance with the laws of the province/territory in which they live, and CJCR Gp O 3020-2, Vehicle Insurance; and
- when insurance coverage is provided directly by the CAF, such as some emergency dental and medical attention and eyeglasses damaged during authorized cadet activities.
6. CJCR Gp Insurance Processes
- 6.1 While coverage is provided, individuals or their parents/guardians are not required to file a claim through CJCR Gp AD&D and General Liability Insurance. If the individual has access to another insurance plan, like provincial/territorial or private insurance, they can choose where to file the initial claim.
Cadets
- 6.2 In the case of injury or illness to a cadet during an authorized cadet activity, they will be provided emergency medical or dental care following which the cadet will seek any required additional medical care and notify their chain of command. A cadet at the age of majority, or the parent/guardian of a minor, who chooses to file a claim through the CJCR Gp AD&D and General Liability Insurance are to follow the process outlined in CJCR Gp Instruction 50-21, Insurance Process – Cadets.
CJCR Gp Volunteers
- 6.3 In the case of injury or illness to a CJCR Gp Volunteer, the individual will seek medical care and notify their chain of command. A CJCR Gp Volunteer who chooses to file a claim through the CJCR Gp AD&D and General Liability Insurance are to follow the process outlined in CJCR Gp Instruction 50-22, Insurance Process – Volunteers.
7. Confidentiality
- 7.1 An individual’s privacy and the confidentiality of the information must be protected in accordance with the Privacy Act and NDSI 27, Classification and Designation of Information. Personnel having access to the information will be kept at a minimum and on a need-to-know basis.
8. Publication
Frequency of Publication
- 8.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
