3. Definitions
- Authorized Cadet Activity.
- An authorized cadet activity is an activity for cadets that has been authorized by the chain of command through the submission of a training plan and/or an activity request. It includes any CJCR-approved travel/movement/transportation from a rally point (e.g. corps/squadron location, Regional Training Establishment, CTC) to the designated activity location, and back to the rally point. For insurance purposes, an authorized cadet activity includes any travel/movement/transportation to and from the authorized cadet activity.

- Paid Service.
- See QR&O, Volume I, Chapter 9 Reserve Service. A CAF member who is being paid while providing service including CIs with a signed Employment Agreement.
- CJCR Gp Volunteer.
- See QR (Cadets), section 1.02, Definitions. Supplemented by the following: the term CJCR Gp Volunteer applies to a CAF member when not on paid service, or a CI when not on paid service; a CJCR Gp Volunteer is authorized by a corps/squadron, CTC or RCSU CO; and a volunteer is screened by CJCR Gp.
4. Purpose
- 4.1 This instruction provides the process required for a CJCR Gp Volunteer or their beneficiaries to submit a claim to the CJCR Gp insurance policy along with the responsibilities of CJCR Gp staff in relation to the claim.
- 4.2 The CJCR Gp insurance does not cover those who are not screened and managed by CJCR Gp in accordance with CJCR Gp O 5530-3, Volunteer Management.
5. CJCR Gp Volunteer Responsibilities
- 5.1 CJCR Gp Volunteers will ensure that any illness or injury caused by an incident at an authorized cadet activity is reported to their supervisor or corps/squadron CO as soon as possible.
- 5.2 When a CJCR Gp Volunteer becomes ill or is injured during or due to participation in an authorized cadet activity they may submit a claim to the CJCR Gp insurance policy.
- 5.3 There are six steps to follow as part of the claim process:
- Step 1 - submit an email to CJCRinsurance-assurance@forces.gc.ca that includes:
- the full name of the individual and appropriate contact information;
- the name of the home corps/squadron;
- the date of the activity;
- the type of activity;
- the name of the activity and where the activity was located; and
- the name of the supervisor during the activity.
- Step 2 – CJCR Gp initiates the process and facilitates the connection with the insurance broker;
- Step 3 – Insurance broker contacts the individual making the claim as per para 4.2;
- Step 4 - follow the instructions provided by the insurance broker;
- Step 5 - provide the claim reference number to CJCRinsurance-assurance@forces.gc.ca; and
- Step 6 - provide updates to an assigned representative from CJCR Gp or the RCSU until the closure of the claim.
- Step 1 - submit an email to CJCRinsurance-assurance@forces.gc.ca that includes:
- 5.4 During the claim process, the CJCR Gp Volunteer must provide all necessary documents to CJCR Gp or the insurance company promptly to ensure benefits are distributed on time.
6. CJCR Gp Responsibilities
Supervisor
- 6.1 Upon receiving a report of an injury or illness at an authorized cadet activity, the supervisor will:
- ensure the individual has received immediate medical care as appropriate;
- initiate a DND 2299, Report on Injuries or Exposure to Toxic material – Cadet or Civilian Instructor for CIs and CJCR Gp Volunteers or a CF 98, Report of Injury, Disease or Illness for CAF members; and
- report the occurrence to the chain of command in accordance with CJCR Gp O 2008-3, Issues and Crisis Management.
RCSU
- 6.2 Upon receiving the report of an injury or illness occurring at an authorized cadet activity, the RCSU will:
- provide the individual with information regarding potential insurance coverage and the contact information for CJCR Gp JOCC in the event they choose to make a claim;
- report the occurrence to the chain of command in accordance with CJCR Gp O 2008-3, Issues and Crisis Management; and
- complete the DND 2299, Report on Injuries or Exposure to Toxic material – Cadet or Civilian Instructor or CF 98, Report of Injury, Disease or Illness process.
CJCR Gp JOCC
- 6.3 Insurance claim submissions will be sent to the CJCR Gp JOCC. The CJCR Gp JOCC will:
- validate the status of the CJCR Gp Volunteer and that the occurrence was at an authorized cadet activity;
- provide the CJCR Gp Volunteer with contact information for the insurance broker and any additional supporting documentation; and
- coordinate with the RCSU to arrange a CJCR Gp representative to the CJCR Gp Volunteer once a claim reference number is provided by the insurance broker.
- 6.4 The CJCR Gp JOCC is not responsible for determining if an illness or injury is eligible for coverage under the CJCR Gp insurance. All claims will be determined by the insurance broker in consultation with the CJCR Gp Volunteer.
7. Documentation
- 7.1 Personal information is collected to ensure the efficient administration of the Cadet Program. Authorized use of this information must be consistent with the intent of an information bank and remains on the individual’s file at the RCSU for COATS, CIs and CJCR Gp Volunteers or on the individuals file at their home unit for non-COATS CAF personnel.
- 7.2 Medical documentation is produced in accordance with DND/CAF medical guidelines and are the result of medical treatment provided by Canadian Forces Health Services Group. Medical documentation for CIs and CJCR Gp Volunteers is between the individual and the care provider and should not be collected.
- 7.3 CJCR Gp JOCC will track all claim submissions for historical records.
8. Publication
Frequency of Publication
- 8.1 A periodic review of CJCR Gp Instructions will be initiated every three years, or more frequently if necessary.
Errors/Omissions or Suggestions
- 8.2 Users of CJCR Gp Instructions are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
