Civilian Instructor Employment Agreement
This Agreement is made this __________ day of ______________ , ___________ , between His Majesty the King as represented by the Minister of National Defence and ________________________________________________________________ (hereinafter called the CI).
- The Minister hereby offers to employ the CI, and the CI hereby accepts the employment as CI, for employment at ___________________________________________ (patrol / Enhanced Training Session/ activity) at the Basic IPC rate of pay of a (rank equivalent to pay) for the period commencing on the _________________ day of ___________, ____________, and terminating on the _____________ day of , ______________ to a maximum of 25 days per year at a JCR Patrol. The CI may be employed to provide support to enhanced training session and at JCR National Activities (National Marksmanship Competition, National Leader Enhanced Training Session) however the CI will not be paid for more than 90 days on a cumulative basis in any single fiscal year.
- The CI agrees to accept payment for employment at the rate of pay indicated above. The CI agrees that they are not eligible to receive an incidental expense allowance or any other financial benefits or allocations not specifically provided for under this agreement.
A CI may provide voluntary support provided that said support is in accordance with the terms and conditions of CJCR Gp O 10030-4, Junior Canadian Rangers Volunteers.
Prior to the commencement of service, the CI agrees to complete all mandatory courses as outlined in CJCR Gp O 10030-3, Junior Canadian Rangers Civilian Instructors.
Failure to complete this mandatory training will result in termination of the Agreement.
- The CI agrees to instruct and supervise Junior Canadian Rangers and conduct the work assigned by or under the authority of the Minister diligently and faithfully during the period of employment; and perform such duties and instruct in such subjects as may be from time to time assigned in accordance with existing regulations, orders or instructions.
- The CI agrees to abide by the applicable provisions of QR (Cadets), CJCR Gp Orders, CATOs and other applicable DND/CAF regulations, orders, directives and such other instructions as may be given by or under the authority of the Minister from time to time during the period of the CI’s employment.
- The CI agrees to keep and maintain any material issued in a good state of repair and condition (fair wear and tear excepted) and will, at the expiration of this agreement, replace, or pay compensation to the Canadian Armed Forces for the cost of repair or the catalogue value, in cases where material is declared beyond repair, for material issued that may be broken, damaged, or lost. The CI further authorizes the Canadian Armed Forces to receive and apply for this purpose, any pay or allowances to which the CI may be entitled under Canadian Armed Forces regulations, orders or instructions during the period of this agreement.
- Either the Minister or the CI may terminate this agreement by giving written notice to the other and the termination of employment will take effect on the date of the notice. In addition, the CI acknowledges that their agreement may be terminated at any time, should a Canadian Armed Forces member become available to fill their position on the patrol establishment in accordance with CJCR Gp O 10030-3, Junior Canadian Rangers Civilian Instructors.
- This Agreement will automatically terminate on the date the CI becomes a member of the Canadian Armed Forces or the patrol is disbanded or reduced to nil strength.
- IAW CJCR Gp O 10030-3, Junior Canadian Rangers Civilian Instructors, CIs are not members of the Canadian Armed Forces, therefore are not eligible for incidental expenses allowances or temporary duty benefits set out in the CF Temporary Duty Travel Instructions. In the event that the CI travels for the purpose of an approved Junior Canadian Ranger activity they must seek permission from the Canadian Ranger Patrol Group’s Commanding Officer to be reimbursed with travel expenses as per the following:
- Meals: wherever possible, meals are to be provided/supplied by DND facilities and arrangements must be made by the hiring unit for those meals. If meals are not available from DND facilities, meal expenses will be reimbursed as per the standard rate dictated by the Treasury Board applicable during the travel period. Receipts will not be required, unless the CI is within the geographical location of their residence.
- Accommodation: whenever possible, accommodation will be provided by DND, preferably on DND premises. In instances where DND accommodations are not available, reasonable priced accommodations will be reimbursed based on Government of Canada rate. Receipts will be required for any claims.
- Travel: the most economical means of transportation will be reimbursed based on the submission of receipts indicating the appropriate costs.
In signing this agreement, the CI understands that prior to becoming eligible for any travel related expenses, they must have written approval from the Canadian Ranger Patrol Group Commanding Officer, and that under no circumstances are they entitled to daily incidentals.
I hereby certify that I am physically, medically and psychologically fit to participate in all training and activities related to the position identified in this agreement.
