3. Definitions
- Civilian Instructor.
- See QR (Cadets), section 1.02.
- Junior Canadian Ranger Patrol Leader.
- A JCR Patrol Leader is an individual responsible for leading and guiding a JCR Patrol. The Patrol Leader oversees the activities and well-being of the patrol members, ensuring that they participate in program activities, follow safety guidelines, and uphold the values of the JCR program.
- Patrol 2IC.
- The Patrol 2IC is the assistant leader within a JCR Patrol, supporting the Patrol Leader in managing and guiding patrol members. The 2IC assists with the planning and execution of activities, ensures that the patrol operates smoothly, and takes on leadership responsibilities in the absence of the Patrol Leader.
- Volunteer.
- See QR (Cadets), section 1.02. Supplemented by the following: the term volunteer applies to a CAF member when not on paid duty, or a CI when not receiving pay; a volunteer is authorized by the CRPG; and a volunteer is screened by the CAF.
- Volunteer Committee.
- Formally known as an Adult Committee, whether permanent or temporary in nature, a volunteer committee may be formed by community members to support a JCR Patrol locally. A volunteer committee membership may also include local CAF personnel and JCRs.
4. Policy
Context
- 4.1 Every JCR Patrol requires the active support of community stakeholders to ensure its success and sustainability. This support may be organized through a Volunteer Committee composed of local community members, who collaborate with the CR Patrol and CRPG to assist in the planning and delivery of the JCR Program.
- 4.2 The relationship between the CAF and supporting organizations, including Volunteer Committees, is built on a foundation of open communication, collaboration, and mutual respect. Regular consultations and ongoing communications ensure that the needs of the JCR Patrol and the local community are effectively met.
Policy
- 4.3 CJCR Gp recognizes the essential role of community stakeholders and volunteers in supporting the JCR Patrols. To ensure the success and sustainability of the JCR Program, a Volunteer Committee may be established to assist in the planning and delivery of the JCR Program, with membership including local community volunteers, and CAF personnel.
5. Establishing a Volunteer Committee
- 5.1 Community-based and community-sanctioned entities, such as a Volunteer Committee, should be established in collaboration with the CA through the CRPG.
Volunteer Committee Membership
- 5.2 Where the community chooses to establish a Volunteer Committee, it is recommended that a Volunteer Committee consist of five to eight members who volunteer for positions deemed important to the community, such as:
- Chairperson;
- Secretary;
- JCR Patrol Leader;
- another JCR Patrol representative, such as the Patrol 2IC, CI or a volunteer instructor;
- a JCR from the Patrol; and
- other adults as required.
Volunteer Agreement
- 5.3 All Volunteer Committee members who are not CAF members or JCRs are considered volunteers and must complete and sign the DND 6073, Junior Canadian Ranger Patrol Volunteer Agreement. Furthermore, all volunteers are required to undergo the adult screening process in accordance with CJCR Gp O 10031, Junior Canadian Rangers Personnel Screening.
Volunteer Committee Meetings and Consultation
- 5.4 The Volunteer Committee should make themselves available for consultation with the JCR Patrol Leader and CRPG staff when requested. Volunteer Committee contributions may include, but are not limited to:
- regular planning or review of activities;
- discussions with CRPG staff or other guests;
- coordination of plans prior to field training exercises, Enhanced Training Sessions, Patrol and Group activities, and events; and
- annual review of JCR Patrol requirements, including training plans, facilities, and supplies.
6. Community Volunteers
- 6.1 Along with Volunteer Committee members, other adult volunteers may support the JCR Patrol with instruction, supervision, and activities.
- 6.2 As volunteers will likely have interaction with JCRs, all prospective volunteers must first be successfully screened to ensure the safety of JCRs. Additional information on the screening process can be found in CJCR Gp Order 10031, Junior Canadian Rangers Personnel Screening.
- 6.3 Prior to working with a JCR Patrol, prospective volunteers must be interviewed by the Patrol Leader, to determine whether they:
- have a disposition and bearing that will support positive youth development;
- are physically, mentally and emotionally suited to the role they wish to fill; and
- can demonstrate pertinent skills and abilities beneficial to the delivery of the JCR program.
- 6.4 Prospective volunteers must complete and sign the DND 6073, Junior Canadian Rangers Patrol Volunteer Agreement, which will remain in place for the duration of the time the individual volunteers with the program. The agreement:
- informs volunteers of the potential liability connected to their activities;
- informs volunteers of the expectations associated with their role; and
- has volunteers confirm they are capable of performing the functions for which they are volunteering.
- 6.5 JCR Patrol Leaders recommend volunteers, and the CRPG CO approves their participation.
7. Publication
Frequency of Publication
- 7.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

- 7.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
