4. Policy
Context
- 4.1 This policy outlines the framework for the employment of CIs in support of the JCR Program. The policy defines the specific requirements, eligibility criteria, and conditions for employing CIs to ensure that they are properly qualified, screened, and able to contribute effectively to the goals of the JCR Program.
Policy
- 4.2 CIs will only be employed when no CAF members are available to fill a position. Under no circumstances will a CI remain in a position when a CAF member becomes available to assume the role.
- 4.3 If a CI is filling an established position and a CAF member subsequently becomes available, the CI will be notified and required to vacate the position in favour of the CAF member.
- 4.4 CIs may be assigned to any established COATS or CR position designated specifically to deliver the JCR Program.
- 4.5 CIs are not authorized to occupy a public service-designated position in their capacity as a CI.
- 4.6 CIs are exempt from the provisions of the Firearms Act under section 117.07 of the Criminal Code when performing duties under the control and supervision of the CAF.
- 4.7 CA is responsible for the command, control, and administration (including pay processing, employment agreements, and screening) of all CIs delivering and supporting the JCR Prog. CA must ensure that CIs are employed in compliance with the training and screening requirements set forth by CJCR Gp.
Requirements
- 4.8 To be eligible to be a CI, applicants must meet the following prerequisites:
Requirement Standard Character Be of good character and standing within the community. Reliability Must successfully complete the Reliability Screening, as well as complete the Full Screening in accordance with CJCR Gp O 10031, JCR Personnel Screening. Age Must be at least 18 years of age. Qualifications Possess knowledge or instructional ability deemed valuable to the JCR Program by the Patrol Leader or CRPG. Military Service Not be a member of the CAF. - A former CAF member having been released under Items 3 (b), 4 (a), 4 (b), 4 (c), 5 (a), 5 (b), 5 (c) or 5 (e) may be approved by the CRPG CO or designate.
- Comd CJCR Gp may authorize the employment of former members released under Items 5 (d) or 5 (f), providing that the release item was due to being declared non-effective strength, non-return of kit or failure to meet the threshold fitness standard during their period of previous service.
- Members released for non-return of kit must provide proof that they have since returned their kit or have reached a settlement with the Crown.
Cadet or JCR Service Not be a cadet or JCR. Citizenship Be a Canadian citizen or a permanent resident of Canada.
5. Employment and Employment Restrictions
Suitability for Employment
- 5.1 An adult will use the application form at Annex A of the CJCR Gp O 10031, JCR Personnel Screening to express their intent to be employed as a CI. Once the Full Screening is completed and approved by the CRPG CO, the CI suitability for employment will be for five years from the screening completion date and will coincide with the expiration of the VSS. Once the application has been approved, the CI may be employed anywhere a requirement exists within the CRPG. The terms of employment for positions held by the CI within the CRPG will be outlined in an employment agreement. CIs cannot enter into an employment agreement until their screening application is completed, and it has been approved by the CRPG CO.
Employment Agreement
- 5.2 The maximum length of time for which a JCR CI Employment Agreement may be in force for employment at a patrol or CRPG is five years and will not be longer than the screening validity period. JCR CI Employment Agreements for other employment opportunities throughout the training year such as an ETS are limited to the duration of the activity. A CI can have more than one JCR CI employment agreement.
- 5.3 The CRPG is responsible for the administration and approval of the JCR CI Employment Agreement for the employment of a CI.
- 5.4 CIs must work under the conditions set out in Annex A, JCR CI Employment Agreement.
Employment Restrictions
- 5.5 CIs must not be employed in positions equivalent to Class “B” Reserve Service except when employed at an ETS. CRPGs will employe CIs from within the geographic boundaries of the CRPG area of responsibility. DCR may authorize travel outside the CI’s parent CRPG for the purposes of employment with the JCR Program in exceptional circumstances.
Termination of Employment
- 5.6 An Employment Agreement will terminate on the date indicated in the agreement unless terminated voluntarily by the CI or for cause by the CO CRPG.
Voluntary Support
- 5.7 When a CI provides voluntary support to an authorized JCR activity, and does not receive pay, they are considered to be a volunteer in accordance with CJCR Gp O 10030-4, Junior Canadian Rangers Volunteers. Additional paperwork is not required for a CI to be deemed a volunteer when performing support without pay.
Dress
- 5.8 When participating in authorized JCR activities, CIs must wear civilian attire appropriate to the type of activity being conducted. CIs will not wear a military or JCR uniform.
- 5.9 When required, CIs may be provided, as a temporary loan, with appropriate CAF issued specialized or safety clothing and equipment when available, that will only be worn during the activity. CIs must travel to and from the activity in civilian clothes.
Monitoring
- 5.10 The CO CRPG or designate must monitor the conduct and performance of all CIs on an ongoing basis. Should the CO CRPG have cause for concern for the safety of JCRs due to the CI’s conduct and/or performance, or otherwise determine that a reassessment is necessary, they are authorized to:
- suspend all participation by the CI at authorized JCR activities; and
- request that a new application and applicable screening be completed in accordance with this order and CJCR Gp O 10031, JCR Personnel Screening respectively.
- 5.11 A Patrol Leader or ETS OPI must advise the CO CRPG or designate when a CI has been suspended. After consultation with the CO CRPG, the Patrol Leader or ETS OPI is authorized to terminate a CI’s agreement if deemed necessary. The CRPG will record the termination in their electronic records.
6. Training, Pay, and Benefits
Mandatory Training
- 6.1 CIs must complete a set of mandatory training courses after their agreement has been confirmed by the CPRG. CIs will be provided the full list of courses, along with links to their locations along with accounts or permissions to access the content.
- 6.2 In addition to the following mandatory training requirements CJCR Gp will provide an annual updated list of requirements through the National Training Establishment. CIs must complete the following mandatory training within three months of having signed their JCR CI Agreement:
- DLN Security Orders;
- Positive Youth Development and Program Outreach;
- Security Awareness; and
- Introduction to Gender-Based Analysis Plus.
- 6.3 CIs who have signed a JCR Patrol Civilian Instructor Agreement for employment at an ETS will have seven days to complete the training upon arrival at the training location or as a condition of employment.
- 6.4 If a CI has not completed the mandatory training within the allocated period, they will be suspended from participation in JCR Activities until the mandatory training is complete.
Pay Rates
- 6.5 Daily pay rates will be those established for Reserve Force General Service Officers set out in Table B of CBI 204.52 or Reserve Force Non-Commissioned Members set out in Table to CBI 204.53. CIs may be paid at the rate of Basic IPC for the minimum rank associated with the established position. DCR will approve the appropriate rate of pay after considering the following:
- former CAF member who has served at least three years in support of the CCO;
- number of years as a CI;
- position being occupied and
- use of specialized qualifications and training.
Travel, Rations and Quarters
- 6.6 CIs are not members of the CAF, therefore are not eligible for incidental expenses allowances or temporary duty benefits set out in the CF Temporary Duty Travel Instructions. In the event that the CI travels for the purpose of an approved JCR activity they must seek permission from the Canadian Ranger Patrol Group’s Commanding Officer to be reimbursed with travel expenses as per the following:
- Meals: wherever possible, meals are to be provided/supplied by DND facilities, and arrangements must be made by the hiring unit for those meals. If meals are not available from DND facilities, meal expenses will be reimbursed as per the standard rate dictated by the Treasury Board applicable during the travel period. Receipts will not be required, unless the CI is within the geographical location of their residence;
- Accommodation: whenever possible, accommodation will be provided by DND, preferably on DND premises. In instances where DND accommodations are not available, reasonable priced accommodations will be reimbursed based on Government of Canada rate. Receipts will be required for any claims;
- Travel: the most economical means of transportation will be reimbursed based on the submission of receipts indicating the appropriate costs; and
- Incidentals: under no circumstances are they entitled to daily incidentals.
Medical, Dental and Other Benefits
- 6.7 CIs may receive the medical care outlined in QR (Cadets) section 6.15, Emergency Medical Care – Civilian Instructors and Volunteers.
- 6.8 Costs associated with subsequent health care must be covered by the individual’s personal insurance or provincial health care plan.
- 6.9 Upon signing a new JCR Patrol Civilian Instructor Agreement, a CI will certify that they are physically, medically, and psychologically fit to participate in all training and activities related to the position associated with their employment.
7. Employment Process
- 7.1 The respective CRPG will identify individuals deemed suitable for employment as a CI and advise DCR staff of the intent to proceed.
- 7.2 DCR staff will ensure all related employment processes are completed within the CA framework.
8. Publication
Frequency of Publication
- 8.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
