Accessibility
Accessibility, as per the Harmonised European Standard EN 301 59, is the extent to which products, systems, services, environments and facilities can be used by people from a population with the widest range of user needs, characteristics and capabilities, to achieve identified goals in identified contexts of use.
Accommodation
An accommodation is defined as the adoption of measures to eliminate disadvantage to current and prospective DND public service employees, Canadian Armed Forces (CAF) members, and applicants to the Canadian Armed Forces. This may be as a result of a rule, policy, practice, or barrier that has or may have an adverse impact on individuals or designated groups protected under the Canadian Charter of Rights and Freedoms, the Canadian Human Rights Act or the Employment Equity Act. The CAF must consider requests for accommodations based on items such as religious belief, spiritual belief, and/or learning disabilities.

Affected Person
Affected Person(s) is a person or persons against whom an act of misconduct has been committed, or is alleged to have been committed, or who has suffered, or is alleged to have suffered, physical or emotional harm as a result of the commission or alleged commission of the conduct deficiency.

Classification
All positions in the public service are classified in a way that is intended to reflect their relative value accurately and consistently. Positions that have similar characteristics form occupational groups, and levels of compensation within those groups depend on factors such as intellectual or physical effort, sustained attention, essential knowledge, responsibility for money or other assets, or working conditions including possible health risks.
Classification is not based on an individual’s performance. Rather, it results from a detailed analysis of what it takes to do a job properly as well as how this compares with the characteristics of other public service positions. In this way, the classification system can contribute to achieving fairness in compensation for people who do work of similar overall value.

Discrimination
Discrimination is an action or decision that treats a person or a group badly for reasons such as their race, age, or disability. The prohibited grounds of discrimination are race, national or ethnic origin, colour, religion, age, sex, sexual orientation, gender identity or expression, marital status, family status, genetic characteristics, disability and conviction for an offence for which a pardon has been granted or in respect of which a record suspension has been ordered.

Gender
Gender refers to an individual's personal and social identity as a man, woman or gender diverse (e.g., non-binary person: a person who is not exclusively a man or a woman). Note that man and woman are used synonymously with male and female for the purposes of this dashboard.

Harassment
Part II of the Canada Labour Code defines harassment and violence as any action, conduct or comment, including of a sexual nature, that can reasonably be expected to cause offence, humiliation or other physical or psychological injury or illness to an employee, including any prescribed action, conduct or comment. Similarly, Defence Administrative Order and Directive (DAOD) 5012-0 defines harassment as improper conduct by an individual, that offends another individual in the workplace, including at any event or any location related to work, and that the individual knew or ought reasonably to have known would cause offence or harm.
Hateful Conduct
Hateful conduct is an act or conduct, including the display or communication of words, symbols or images, by a CAF member, that they knew or ought reasonably to have known would constitute, encourage, justify or promote violence or hatred against a person or persons of an identifiable group, based on their national or ethnic origin, race, colour, religion, age, sex, sexual orientation, gender identity or expression, marital status, family status, genetic characteristics or disability.
Hateful Incident
A hateful incident is any allegation of hateful conduct that has been reported to, or documented by, the Chain of Command.

PSES
The Public Service Employee Survey meausres federal government employees’ opinions about their engagement, leadership, workforce, workplace, workplace well-being and compensation. A total of 188,786 employees in 87 federal departments and agencies responded to the 2020 Public Service Employee Survey, for a response rate of 61%.
Racism
Racism is any individual action, or institutional practice which treats people differently because of their colour or ethnicity. This distinction is often used to justify discrimination.

Sexual Misconduct
As defined in Defence Administrative Order and Directive (DAOD) 9005-1, sexual misconduct is conduct of a sexual nature that causes or could cause harm to others, and that the person knew or ought reasonably to have known could cause harm. This includes: actions or words that devalue others on the basis of their sex, sexuality, sexual orientation, gender identity or expression; jokes of a sexual nature, sexual remarks, advances of a sexual nature or verbal abuse of a sexual nature in the workplace; harassment of a sexual nature, including initiation rites of a sexual nature; viewing, accessing, distributing or displaying sexually explicit material in the workplace; and any Criminal Code offence of a sexual nature.

Survey on Sexual Misconduct in the Canadian Armed Forces; The 2018 Survey on Sexual Misconduct in the Canadian Armed Forces (SSMCAF) collected information about the prevalence and nature of inappropriate sexual behaviour within the military, the reporting of inappropriate sexual behaviour to authorities, military members' perception of the Canadian Armed Forces' (CAF) response to this issue, and CAF's progress in addressing sexual misconduct in the ranks.

Responses of 'strongly agree' and 'agree' are rolled up to provide the percentage of those agreed, where applicable.
