Consultation Period: June 12 2024 to September 15 2024
The Canadian Military Colleges Review Board (CMCRB) will make recommendations pertaining to Recommendation 28 and Recommendation 29 of former Supreme Court of Canada Justice Louise Arbour’s Independent External Comprehensive Review (IECR) Report.
The CMCRB is analyzing the benefits, advantages and disadvantages, both to the Canadian Armed Forces (CAF) and Canada, of continuing to educate Regular Officer Training Plan (ROTP) naval/officer cadets at Canada’s two military colleges – Royal Military College (RMC) in Kingston and RMC Saint-Jean. It is focused specifically on reviewing the current quality of education, socialization and military training at the colleges while considering and assessing different education and training models.
Employing a documented, evidence-based approach, and following broad consultation with subject matter experts both in Canada and abroad, the Board will make a recommendation on whether the military colleges should continue in their current form or in a different form. It will assess whether the Cadet Wing responsibility and authority command structure should be modified or discontinued as a leadership development practice.
Information gathered through online submissions will be considered and factored into recommendations expected to be tabled in early 2025.

- Current or former naval/officer cadets of one of Canada’s military colleges
- Current or former CAF members with experience at one of Canada’s military colleges
- Current or former DND employees with experience at one of Canada’s military colleges
- Current or former academic or non-public fund employees of one of Canada’s military colleges
- Any Canadian with an interest in Canada’s military colleges
