Mission Mandate:

  • establishing appropriate liaison arrangements with the Iraqi Interim Government and the Multinational Force;
  • working closely with the Iraqi authorities to help them develop their structures, in particular in the Ministry of Defense and Military HQ. This will include the immediate start of training for selected Iraqi headquarters personnel in Iraq;
  • helping to identify Iraqi personnel for training outside of Iraq; and
  • working closely with the Iraqi Interim Government and the Multinational Force to develop, on an urgent basis, more detailed proposals for NATO training, advice and cooperation, and report to the Council in this regard by 15 September 2004.
  • Mission Notes:

    On 22 June 2004, interim Iraqi Prime Minister Ilyad Allawi sent a letter to NATO's Secretary-General requesting NATO support through training and technical assistance. At the next North Atlantic Council meeting, held on 28-29 June in Istanbul, Turkey, the NATO heads of state agreed to support the Iraqi request further to the Security Council's Resolution 1546. Terms were agreed upon with the interim Iraqi government on 30 July, and the NATO Training Implementation Mission was formally created.

    On 7 August, the first personnel of the 45-man team deployed to Iraq, followed by the larger group of mission personnel on 14 August. The team trained Iraqi Army and Iraqi National Guard personnel, coordinating these activities with the American-led Multi-National Force [-Iraq]. The Iraqis being trained were senior officers and commanders and included such activities as developing organizational structures and staff work skills, and establishing internal communications structures. Throughout September and October these personnel were replaced while the mission grew to 60 personnel.

    Twelve NATO nations, including Canada, contributed personnel to the initial rotation of personnel. Ten nations contributed to the subsequent rotation. The NTIM-I was terminated on 16 December 2004, and was replaced by the NATO Training Mission.
