Institutional GBA+ capacity

Gender-based analysis plus (GBA+) is applied throughout the department’s functions and is a requirement in all program and policy proposals, cabinet documents, and corporate reports. At ESDC, each Assistant Deputy Minister is accountable for supporting the application of GBA+ within their area of responsibility. Each branch has analysts who perform GBA+ in their policy, program and service proposals.

In addition, a number of branches have dedicated resources with specific accountability for supporting GBA+. The department also has 2 GBA+ co-champions who provide leadership in the promotion and implementation of GBA+.

A departmental Centre of Expertise in GBA+ has been created to ensure GBA+ is applied throughout the department. The Centre of Expertise has 3.5 full-time equivalents, and is responsible for:

  • reviewing, assessing and providing early and ongoing guidance on all Cabinet documents
  • developing and disseminating tools, resources and guidance documents, and organizing learning events to further GBA+ capacity within the department
  • collaborating with internal and external stakeholders to contribute to the advancement of GBA+ across the public service and gender equality initiatives

In partnership with Statistics Canada and others, the department is in the process of developing an Accessibility Data and Measurement Strategy. This will allow us to measure and monitor progress on improving accessibility under the Accessible Canada Act. Applying a GBA+ lens to data collection and analysis, the department will examine the interplay of accessibility with other factors. These factors include:

The Apprenticeship Grant application form now includes a third option to choose from when selecting gender (male, female or another gender).

The department is collaborating with Statistics Canada to carry out a survey in 2021. The survey will investigate the reasons why eligible individuals have not yet opened a Registered Disability Savings Plan (RDSP) and benefited from the Canada Disability Savings Grants and Bonds. The department will analyze the results of the survey. It will look at intersectional factors, and identify trends related to eligible individuals who do not have a RDSP. This survey was originally planned to occur in spring 2020 but was delayed to 2021 due to the COVID-19 pandemic.

Due to data limitations, the program is collecting information on sex and not on gender, which has a broader definition.

CSLP administrative data on recipients and disbursements can be analyzed by gender, age, province and program type. Thus, they can be used to monitor the program’s impacts on specific vulnerable groups. These include students with disabilities, students with dependents, Indigenous students and adult students.

CSLP has a robust capacity to measure impacts by gender and other factors. However, it does not have sufficient data to support the measurement of the impacts of this program on racialized communities. As part of the need assessment, applicants have the option of indicating if they belong to a racialized group. Unfortunately, response rates are too low to be reliable. The CSLP is currently exploring ways to better estimate the number of racialized students who make use of the program. This could include using its administrative data in combination with other sources, such as targeted surveys.

Early Learning and Child Care (ELCC)

Employment Insurance

The Employment Insurance (EI) program collects socio-demographic information that is required to determine eligibility (such as age and gender). This information is aggregated at a regional and a national level for trend analysis and reporting in the annual EI Monitoring and Assessment Report. The EI program will continue to explore the use of administrative and survey data from Statistics Canada to inform, monitor, and assess the program, and produce cost benefit analyses to support evidence based policy making, including to increase/improve the accessibility of EI to Canadians.

The Enabling Accessibility Fund (EAF) Program collects qualitative data from the final activity reports of grant funding recipients (not-for-profit organizations, for profit organizations, municipalities, Indigenous organizations and Territorial governments).

Starting in fiscal year 2021 to 2022, the program will collect data on gender and diversity for EAF projects. The applicants will be required to select the groups their proposed project would target. Data will then be analyzed to determine program trends relative to GBA+.

Future Skills places an emphasis on addressing the needs of underrepresented groups through:

  • The Future Skills Council: It engages with stakeholders who serve underrepresented groups to identify barriers to skills development and provides recommendations on areas for action
  • The Future Skills Centre: It uses an intersectional framework to ensure that activities undertaken address the needs of underrepresented groups such as women, persons with disabilities, Indigenous peoples, and youth
  • ESDC’s Future Skills Office: Collaborates with other federal departments, provincial/territorial governments and stakeholders and applies an intersectional (GBA+) approach to help ensure that skills policies and programs are responsive to diverse needs

Contribution recipients collect socio-economic data from program participants, including Indigenous group, gender, age, marital status, dependents, disability, to enhance the program’s capacity to conduct GBA+ analysis and support evaluations.

Evaluations will include a distinctions-based analysis designed to support First Nations, Inuit, Métis and Urban/Non-affiliated Indigenous people improve their skills and meet their long-term career goals.

Currently, the collection of sociodemographic data is based on voluntary self-declaration, which impacts the reliability of existing data. While answers will still be based on self-declaration, the new performance measurement strategy for the LMDAs will require clients to answer questions about demographic characteristics with the option of not disclosing this information. The collection of better demographic data means that evaluations of the LMDAs will be able to look at medium-term impacts to clients' employment status, earnings and income support usage from an intersectional perspective.

New Horizons for Seniors Program

  • The NHSP collects data from grants and contribution funded organizations on their projects’ impact and their target of diverse seniors. Several socio-demographic variables are collected by the program to enhance its capacity to conduct relevant GBA+ analysis and to report on the program’s impact on seniors by gender and diversity. These variables include:

    • geographic location

    • immigration status, and;

Opportunities Fund funding recipients report detailed program participant-level information for each person served. This allows the participation and outcomes of groups traditionally underrepresented in the labour market to be analyzed. Program data is systematically collected using the following characteristics:

  • gender (male, female, other)
  • age
  • Indigenous Status and Group (registered on-reserve, registered off-reserve, non-status, Metis, Inuit)
  • member of a Visible Minority
  • new Immigrant to Canada (in Canada for less than 5 years)

Moving forward, the program will refine its results measures to track, monitor and report on the results of the new proposals taking into account measurement of impacts on diversity groups.

Reaching Home: Canada’s Homelessness Strategy

  • Shelter data is the best available proxy for measuring large-scale trends in homelessness. The department has access to extensive shelter data. This data is available through the Homelessness Individuals and Families Information System that is provided to communities. The department also signed data provision agreements with some provincial governments and community partners
  • The department also supports nationally coordinated Point-in-Time (PiT) counts of homelessness in Canadian communities. These counts provide a snapshot of homelessness, including demographic information. These counts support communities in planning services and developing coordinated responses. At the national level, aggregated data from these counts complements shelter data by providing information on unsheltered experiences of homelessness
  • Shelter, PiT count data and project level information provide an understanding of the outcomes of direct federal investments for select demographic groups. These groups include women, LGBTQ2 individuals, youth, seniors, Indigenous peoples, newcomers, veterans, and people with disabilities. The next planned Point-in-Time count is expected to take place in March and April 2021. It will include a new survey question to collect race-disaggregated data from participating communities. It is expected that the first results from these surveys would become available in fall 2021. This will help address the current data gap on racial identity
  • Regionally-funded recipients are also required to report on the performance of projects funded through Reaching Home via the Results Reporting Online Tool (RROL). This includes, but is not limited to:
    • project-level data reported at the beginning of the project (such as, service provider name, project description, target population, and allocation by funding stream and eligible activities)
    • project outcome data reported at the end of each fiscal year. This includes data collected to report on program performance indicators such as number of: housing placements, prevention/shelter diversion interventions, support services (such as income, education, employment), as well as demographic information on populations served. In fiscal year 2019 to 2020, communities began collecting demographic information for certain indicators that will allow for analysis on services provided to different groups
  • All communities receiving funding from the Designated Communities and Territorial Homelessness streams will also be required to complete a Community Homelessness Report on an annual basis starting in 2021. This reporting tool will include annualized data that focuses on the cumulative levels of homelessness, inflows into and outflows from homelessness, and progress with meeting Reaching Home targets (such as reducing Indigenous and chronic homelessness) at the community level

Skilled Trades Awareness and Readiness Program.

The effectiveness of the program is monitored through an annual survey that tracks key performance indicators of funded projects as well as lessons learned and best practices. The following socio-demographic variables are collected to enhance its capacity to conduct relevant GBA+ analysis and to report on the program’s impact:

  • gender: the number of participants who are women
  • age: the number of participants who are youth
  • disability: the number of participants with a disability
  • visible minorities: the number of participants who are visible minorities, including black Canadians
  • indigenous: the number of Indigenous participants

The Social Development Partnerships Program - Children and Families component collects data from grants and contribution funded organizations on their projects’ impact and target beneficiaries.

Starting in the 2021 fiscal year, the program will ensure that relevant analytical questions are framed to include GBA+ related analysis and reporting. This will result in a more comprehensive reporting on program impacts by gender and diversity in the future. For example, the information on program beneficiaries will be analyzed and presented more broadly with gender and diversity included as key components.

The Social Development Partnerships Program - Disability component (SDPP-D) renewed the national operating funding stream in fiscal year 2017 to 2018 and introduced the Performance and Accountability Framework (PAF), which was governed by the principles of fairness, transparency, predictability and accountability. Data collection under the PAF agreements began in fiscal year 2019 to 2020 when new 3 year agreements were put in place.

The program will maintain its commitment to report on GBA+ in fiscal year 2021 to 2022 by continuing to provide funding under the PAF to 28 national disability organizations. These organizations will conduct annual gender-based analysis to bring awareness to the unique needs of sub-groups of persons with disabilities including women and girls, Indigenous Peoples, racialized people, LGBTQ2 and other under-represented groups. The PAF funding agreements conclude at the end of fiscal year 2021 to 2022, at which point the GBA data collected over the preceding 3 years will be available.

The Student Work Placement program collects data from funded employers and students on their experience. Funded employers report on the improvement of students’ skills and abilities and the benefits of the program to their organization. Funded students report on their work placement experience and impact.

The program collects socio-demographic variables to enhance its capacity to conduct relevant GBA+ analysis and to report on the Program’s impact. These variables include gender, Indigenous status, disability status, ethnicity, immigration status and Women in science, technology, engineering, and mathematics (STEM).

This program will benefit from the department’s initiative to improve gender and diversity outcomes in skills programming. This initiative aims to provide a better understanding of the barriers faced by different target populations (that is, women, visible minorities, newcomers, Indigenous peoples, persons with disabilities and youth). It will also allow for ongoing monitoring of the effectiveness of labour market programming for these populations.

ESDC is providing approximately $1.4M over 4 years to fund the Indspire Research Knowledge Nest project. This project aims to:

  • compile Indspire’s current data holdings into a format that permits both quantitative, as well as qualitative, analysis
  • identify the gaps, needs, strengths and weaknesses of existing data holdings and
  • develop sound sampling and assessment methodologies for understanding future student success and advancement

It is expected that Indspire will begin collecting data on sex and/or gender, age, and Indigenous status by April 2021. A number of sociodemographic variables will be collected through the Outbound Student Mobility Pilot that will support GBA+. However, it is not currently known when data collection will begin as full implementation of the pilot has been postponed due to the COVID-19 pandemic.

The effectiveness of the program is monitored through an annual survey that tracks key performance indicators of funded projects as well as lessons learned and best practices. The program data set contains the following sociodemographic variables:

  • gender: the number of participants who are women
  • disability: the number of participants with a disability
  • Indigenous: the number of Indigenous participants
  • education: the number of participants who intend to continue their apprenticeship, have achieved certification or are currently working in a skilled trade
  • newcomers: the number of participants that are newcomers to Canada
  • visible minorities: the number of participants who are visible minorities, including Black Canadians
  • geography: the provincial and zonal distribution of projects

ESDC will report publically on data collected under the Workforce Development Agreements (WDAs) once provinces and territories have fully implemented the performance reporting requirements and a full set of data is collected from them through their annual reporting. This will be possible starting fiscal year 2021 to 2022. It could include information on underrepresented groups if data quality permits. The collection of socio-demographic data under the WDAs is based on voluntary self-declaration, where clients are required to answer questions about demographic characteristics with the option of not disclosing this information.
