Description

The Mainframe Legacy Application Migration Project (MLAMP) has been initiated to migrate a portfolio of Employment and Social Development Canada (ESDC) applications, components and data from a Unisys mainframe platform to a new GC-standard and highly available computing platform before December 2016.

Industrial benefits

  • Increased agility provided by new/modern platform. Changes in architectural constructs, where possible, will provide an increased ability to respond quicker to new business requirements/program changes.
  • Increased access to skilled resources. Moving to an open platform, and converting to a modern development language, will increase access to skilled resources. Training for modern skills is more readily available. Net training, for example, is available through many learning providers in cities across Canada.

Progress report and explanation of variances

Overall Project Health is presented as red due to the number and severity of short-term risks and issues.

On June 6, 2013, ESDC received project approval for MLAMP along with expenditure authority for the Planning stage of the project.  On June 12, 2014, ESDC received amended project approval, as well as expenditure approval for the contract with the Migration Solution Provider (Accenture Canada Inc.) and to begin the preliminary work of the Development/Build stage; Public Services and Procurement Canada (PSPC) received approval to enter into a contract with Accenture Canada Inc. on behalf of ESDC.  On May 14, 2015, ESDC received amended project approval and expenditure authority to complete the execution of the project. PSPC received amended contracting authority for the contract with Accenture Canada Inc. as well as approval to enter into a contract with Micro Focus (Canada) Ltd., on behalf of ESDC, for the procurement of software licensing, support and maintenance for Micro Focus COBOL. Finally, on May 19, 2016, the Treasury Board (TB) approved amended project authorities for MLAMP.

The Disaster Recovery (DR) environment, solution and configuration testing, was completed June 10, 2016.  All environments have now been delivered. A modified plan for Release 1 was presented to the DM Oversight Committee on May 2, 2016 and accepted with a go-live date for early September 2016.
