Backgrounder

Full-time Member (Employee) – Gaétan Ménard

Gaétan Ménard has been a full-time member of the Canada Industrial Relations Board since 2014.

Mr. Ménard has close to 30 years of experience as a prominent union representative for the Communications, Energy and Paperworkers Union of Canada (CEP), and in 2006 became the youngest national officer in the CEP’s history. As Co-Chair of the Proposal Committee, he oversaw the merger between the Canadian Auto Workers union and the CEP to form Unifor, Canada’s largest private‑sector union, on August 31, 2013.

Mr. Ménard has been reappointed for a term of three years, effective February 26, 2021.

Full-time Member (Employee) – Lisa Addario

Lisa Addario has been a full-time member of the Canada Industrial Relations Board since 2017.

Ms. Addario is a member of the Law Society of Ontario, having commenced her 33-year career as a crown attorney for the Province of Ontario. Prior to her appointment to the Canada Industrial Relations Board, Ms. Addario worked as senior legal counsel and manager with the Public Service Alliance of Canada, focusing on human rights, health and safety, and management of grievance and adjudication files. In 2016, Ms. Addario received the Canadian Bar Association’s Touchstone Award for excellence in advancing equality litigation.

Ms. Addario has been reappointed for a term of three years, effective June 24, 2021.

Full-time member (Employee) – Daniel Thimineur

Daniel Thimineur has been a full-time member of the Canada Industrial Relations Board since 2018.

Mr. Thimineur has been a lawyer since 1987, representing injured workers in hearings before various provincial and federal administrative tribunals as well as judiciary tribunals. In 1989, he started working at the Joint Council 91 Teamsters-Québec. As a member of both the Teamsters-Québec Training Committee and the Occupational Health and Safety Training Committee of the Barreau du Québec, he has experience participating in corporate health and safety committees as legal counsel. During his career, he has also spoken at several conferences and written articles in the publication, Développements récents en droit de la santé et de la sécurité au travail.

Mr. Thimineur has been reappointed for a term of three years, effective May 11, 2021.
