Sectoral Workforce Solutions Program 2026 Projects

Backgrounder

Under the Sectoral Workforce Solutions Program (SWSP), up to $94.5 million in funding over five years will be allocated to 14 organizations to develop sector-specific foundational labour market information (LMI), which in turn will support efforts to identify and tackle systemic workforce challenges.

These projects align with the Government’s priorities and missions, including adapting to tariffs, advancing major projects and supporting the affordable housing agenda, while enabling business leadership and ensuring effective sectoral growth strategies. 

Organizations approved for funding include the following:

Organization: BioTalent Canada
Project name: Canada’s Bio-economy LMI and Workforce Development Project 2025–2029
Description: Provide critical industry-validated LMI that will be used to inform interactive career pathways, increase awareness of careers in the sector and provide guidance for job seekers transitioning from high school and post-secondary education, as well as workers from other industries.

Organization: BuildForce Canada (BFC)
Project name:
Labour Market Tools to Support Implementation of the National Housing Plan
Description: Produce long-term labour market trends and forecasts to guide Canada’s residential construction sector, through annual comprehensive, industry-validated 10-year LMI forecast reports at the national, provincial and sub-provincial level in both the residential and non-residential construction sectors.

Organization: Canada Green Building Council (CAGBC)
Project name:
Advancing a Sustainable Buildings Workforce for Canada
Description: Conduct labour market research on employment trends and demographics analysis, as well as develop training curricula to grow and reskill the green construction workforce, to support decarbonization of Canada’s buildings and helps meet 2030 greenhouse gas reduction targets.

Organization: Canadian Agricultural HR Council (CAHRC)
Project name: Harvesting Success: Workforce Development and Labour Market Solutions for Canadian Agriculture
Description: Provide current and forecasted LMI at the national, regional and provincial/territorial level and customized HR tools, including national occupational standards and best practices and guidelines, to address workforce challenges in Canada’s agricultural sector. CAHRC delivers training and reskilling program curricula, as well as recruitment and retention resources for equity-deserving groups, helping small and medium-sized farm operators build a skilled workforce.

Organization: Canadian Council for Aviation and Aerospace (CCAA)
Project name
: CCAA Workforce Insights
Description: CCAA will develop and deliver a comprehensive suite of LMI, produce workforce development toolkits for employers, and training aides for employees in key regulated occupations to strengthen Canada’s aviation and aerospace workforce. CCAA provides critical skills data and analysis to address workforce shortages and maintain a resilient supply chain.

Organization: Electricity Human Resources Canada (EHRC)
Project name: Pathways to Power: Building Skills for a Sustainable Energy Future
Description: Provide industry-led and actionable LMI and develop national occupational standards to strengthen Canada’s electricity workforce. EHRC will also develop foundational and upskilling course curricula to close skills gaps in new and emerging energy occupations, including nuclear, and to support a reliable low-carbon electricity supply.

Organization: Energy Safety Canada (ESC)
Project name: Data to Action: Building Capacity for Canada’s Energy Employers
Description: Provide national and regional LMI on employment trends, job vacancies, occupational data and demographics for the energy industry. ESC delivers orientation workshops to educate small and medium-sized enterprises on using LMI for workforce planning to support a skilled and adaptable workforce.

Organization: Environmental Careers Organization of Canada (ECO Canada)
Project name: SUSTAIN (Sustainable Talent and Innovation Network)
Description: Produce national LMI on trends and skills requirements for the environmental workforce and develop national occupational standards, professional certification and accreditation to support workforce needs across Canada’s environmental sector. ECO Canada will address LMI gaps and support growth in renewable energy and bio-based industries while strengthening Canada’s low-carbon economy.

Organization: Excellence in Manufacturing Consortium (EMC)
Project name: Advancing the Future of Manufacturing
Description: Canada’s largest manufacturing consortium will deliver a sustainable digital platform to collect and disseminate current and forecasted LMI for 80 manufacturing occupations throughout 14 manufacturing sub-sectors. EMC will provide manufacturers, particularly small and medium-sized enterprises, with HR strategies and leadership best practices to develop a more robust and capable workforce, to help them attract, retain and develop talent while integrating new technologies.

Organization: Forest Products Association of Canada (FPAC)
Project name: A Talent Pipeline Management Pilot for Canada’s Forest Sector
Description: Develop industry-validated LMI on current and forecasted workforce supply and demand trends for key occupations to guide the forestry sector and develop HR tools to break down barriers for equity-seeking groups looking to gain entry into the forestry sector.

Organization: Information and Communications Technology Council (ICTC)
Project name: Mapping Tomorrow’s Talent for Canada’s Digital Economy
Description: Produce LMI focused on the sector’s skills needs and occupations that are foundational to the sector’s growth. ICTC will also produce employer toolkits to support the hiring of equity-deserving groups, as well as provide skills assessments for workers within the sector to meet the growing demand for skilled workers in the sector.

Organization: Mining Industry Human Resources Council (MiHR)
Project name: Mining Workforce Skills and Solutions Project (MWSS)
Description: Produce industry-validated LMI to identify trends, skills needs and automation impacts on the mining sector. MiHR will also update national occupational standards for key roles and explore new standards to reflect technological advancements. MiHR supports recruitment and inclusion of under-represented groups and builds critical skills to meet evolving labour demands and supports the low-carbon transition.

Organization: Tourism HR Canada (THRC)
Project name: Tourism Workforce Growth
Description: Develop national LMI research, forecasts and analysis on the current state and needs of the tourism workforce. Tourism HR Canada will also evaluate and update e-learning training resources and develop new career-focused promotional material to highlight and grow Canada’s tourism workforce.

Organization: Trucking Human Resources Canada (THRC)
Project name: Advancing and Accelerating Trucking and Logistics Workforce Needs
Description: Produce accurate, industry-validated LMI on workforce trends and industry impact analysis on supply chains for multiple connected sectors. THRC will also develop competency frameworks and national occupational standards for 11 occupations within the trucking and logistics sector. THRC will support small and medium-sized employers by identifying workforce gaps, improving recruitment and retention and helping mitigate costs and disruptions from the ongoing driver shortage.
