Notice #003 - New Release of Interface Transaction Standards (ITS version 1.2)

Purpose

This notice is to inform you that on May 5, 2009 a new CDSP system release (Version 1.2) will be implemented. The new version incorporates seven additional transactions into the Canada Disability Savings Program (CDSP) system. The record types (RT) are as follows:

  • RT 102-10 Close a Contract
  • RT 102-11 Rename a Contract
  • RT 201-02 Update Beneficiary Information
  • RT 201-03 Update Holder Information
  • RT 201-13 Add a Holder to a Contract
  • RT 201-23 Remove a Holder from a Contract
  • RT 401-02 Correct a Contribution/Grant Request

A new version of the CDSP Interface Transaction Standards (ITS version 1.2) outlining the data elements and validation rules for the above-mentioned functionalities is attached.

Implementation

In recognition of the contribution extension rule outlined in the CDSP Regulations and the 60 day registration requirements in the Income Tax Act, an Issuer or Agent can choose to submit only Contract Registration transactions up until June 30, 2010. As of June 30, 2010, Issuers/Agents must have the functionality to submit Grant and Bond requests as well as the Record Types listed above.

  • Any Issuer or Authorized Agent who has completed Industry Testing for the full ITS 1.1 requirements has until June 30, 2010 to comply with ITS Version 1.2, otherwise,
  • Issuers or Agents can:
    • Implement only Contract Registration functionality (Record Types 101), or
    • Implement the Contract Registration and Financial functionality (Record Types 401), or
    • Implement the full functionality as outlined in ITS version 1.2 which includes the Record Types 101, 401 and those listed above.

Note: Regardless of how system implementation is approached, all system requirements outlined above must be in place for June 30, 2010.

Industry Testing

Before files containing new transactions can be accepted, Issuers/Agents must pass Industry Testing. The testing serves to verify that the sender can forward pertinent information to the CDSP system in the correct format.

To provide sufficient time for the processing of transactions, files should be reviewed prior to submission. This should ensure that only transactions that have passed Industry Testing are submitted.

In the event submitted files contain transactions that have not passed Industry Testing, the entire file will be rejected and Issuers/Agents will be required to remove the transactions and resubmit the corrected production file.

An updated version of the Industry Testing Guide containing testing requirements for the additional seven transactions contained in version 1.2 will be available by early March, 2009.
