Report on Hirings
The Report on Hirings (ROH) program is a voluntary verification program that allows employers to submit the Social Insurance Number and the first day worked for newly hired or recalled employees to Service Canada each month using a secure online application.
By participating in ROH, the Request for Payroll Information forms you receive from us will ask for more current payroll information, which makes them easier to complete. You will also be helping to protect the EI program for the benefit of all Canadians.
You can use ROH if you:
- have a valid Business Number; and
- are willing to provide Service Canada with employee hirings and recalls each month using a secure online application.
You will benefit from ROH if you:
- have a high turnover in staff;
- do a lot of hiring over the course of an average year; and
- complete several Records of Employment (ROEs) over the course of an average year.
Reporting Options
Through the ROH program, you submit hiring information electronically using a secure online application called Data Gateway. This application identifies, authenticates, and ensures the privacy of data as it is transmitted from your site to ours. You can access Data Gateway at any time.
Small or medium-sized employers
If you are a small or medium-sized employer, you can report hirings and recalls for your organization or on behalf of multiple organizations using a form. You can submit the form by entering hiring and recall data online, either manually or by submitting an electronic file (in .txt format).

Large employers or payroll service providers
If you are a large employer or a payroll service provider, you can report hirings and recalls for your organization or on behalf of multiple organizations by submitting high-volume hiring and recall files (in .xml format).
The guide called ROH Data Gateway User Guide - File (BH1202) is available to help you or your developer create and submit your file. The BH1202 XML Schema is available for download, to help you validate the content and format of your file before you submit it.

Additional information
You can report hirings or recalls under one Business Number, or on behalf of the company's individual business units using multiple Business Numbers. You can also request that your individual business units report their own hirings or recalls directly to Service Canada as recognized ROH Information Providers
