Part 2 – Project
A – Project identification

Proposed activities cannot begin before your project is approved and a Funding Agreement has been signed by both you and ESDC. Any activities that occur prior to the signing of the Funding Agreement by ESDC cannot be reimbursed.
You should not assume any commitment on the part of the Department until funding has been approved and a Funding Agreement has been signed by a representative of the Department. The Department [ESDC] will notify you in writing of the outcome of the review of your application.
The Foreign Credential Recognition Program limits its funding offering to projects of a maximum duration of 48 months. We expect projects to start as early as August 2023.
B – Project description
Question 55 - Project objectives
Please outline the objective(s) of your project. They must be clearly linked to the objectives of the program and call for proposals to which you are applying.
Proposals should include clear and achievable objectives. The objectives of each proposal should be described in terms of quantifiable and measurable goals to be achieved through this project. Multi-faceted proposals should include major steps and sub-objectives.
Objectives are statements of desired change that describe what should be accomplished and provide a context in which progress can be monitored and success can be measured.
Project objectives should:
- be S.M.A.R.T.: specific, measurable, attainable, relevant, and timely.
- be consistent with the funding program’s objectives and linked to the program objectives
- identify the specific outcome(s) that the project is designed to accomplish
- ensure that these outcome(s) are measurable
- identify who will benefit from the project; and
- show how meeting the project objectives will help to achieve the identified outcomes.
The objective of the 2022 Open CFP for the FCRP is to support the labour market integration of internationally educated health professionals (IEHPs). Eligible projects must focus on at least one of the 3 following project areas:
- Reducing barriers to foreign credential recognition
- Providing IEHPs with Canadian work experience
- Facilitating labour mobility between jurisdictions in Canada for health care professionals, including IEHPs
Note:
Projects must have a national scope, meaning:
- Project activities are implemented in at least 2 provinces/territories
- A pilot project that could be replicated/scaled up in other jurisdictions, and/or
- If submitting a pilot project, further justification must be provided in your application as to how your project could be replicated/scaled up in other jurisdictions
- A project from another jurisdiction that will be replicated/scaled up
Question 56 - Project activities
Please describe, in full detail, the proposed project activities. It must be broken down into clear steps.
Project activities are the steps that will be taken to meet the objectives of the project. Activities should be specific, measurable, realistic and relevant to the project objectives and demonstrate how the project outcome(s) will be achieved.
Your answer to this question must include details regarding all your planned activities.
Applicants must include the following details:
- A description of each activity and explanation of how each relates to the objective(s) of the project. There should always be a clear link between the project activities and the project objective(s) (see Question 43). Please list the project activities in a logical sequence, including timelines and/or duration of each, and descriptions where needed. Timelines must be clearly established and feasible. Each activity should be clearly linked to the project costs outlined in the budget (Sections 3B and 3C). This should demonstrate your expected progress and plans to complete the project on time and within budget
- Project milestones, timelines and/or duration of the various activities (milestones are significant events or points of progress during the project). These should demonstrate your expected progress and plans to complete the project on time and within budget
- Clear linkages between the project activities and the project costs outlined in the budget (see Questions 58 to 61 in Section 3B – Budget). Costs associated with all identified activities should be reflected in the Budget Detail Template
Please include details about how the project will be delivered. For example, will there be third-party agreements, or will the organization deliver all aspects of the project?
The information you provide here will have a significant bearing on the assessment of your proposed project and of your organization’s ability to undertake the project successfully.
Identify and clearly state which of the following mandatory project activities will be included in your project:
- Development, testing and implementation of credential recognition systems focusing on streamlining regulatory processes and/or harmonization of occupational requirements. For example, your project can include (but is not limited to) the following to improve foreign credential recognition and/or inter-provincial labour mobility:
- enhancing prearrival supports, easier access to information, faster timelines, increased access to assessments (including clinical assessments or placements), simplified steps in the credential recognition process, and increased access to practice in the field (for example, provisional licenses, alternative careers in the health field)
- Employment supports (for example wage subsidies, work placements, mentoring) to IEHPs to help them integrate into the Canadian labour market
Ineligible activities include, but are not limited to:
- The provision of financial assistance (for example, loans, direct supports) to individuals for purposes unrelated to the FCR process and/or employment supports
- Project activities unrelated to supporting the FCRP Contributions objectives are not eligible. Project activities must contribute to the labour market integration of IEHPs in their field or related field of study and/or expertise
Question 57 - Expected results of the project
Please describe the expected results of your project. The expected results of the project must be clearly linked to the project objectives. The expected results must also be specific, concrete and measurable (qualitative or quantitative) and must be defined as outputs and outcomes.
Outputs are tangible products, including goods and services that will be produced to generate the desired outcomes; several activities could contribute to one output. They answer the question “What will the project produce?”. It is important to set measurable results, qualitative or quantitative, so that you can track the success of your project.
Outcomes are the short-term and intermediate changes that are expected to occur as the result of the project (more than one outcome could be directly related to an objective). They answer the questions “How do we know the project is successful?” and “How do the activities lead to improvements for the beneficiaries?”
Expected results may be defined in different ways; however, projects must include at least one of the following 3 project areas:
- Barriers reduced for foreign credential recognition for IEHPs
- IEHPs provided with Canadian work experience in their intended field of work, and/or
- Labour mobility facilitated between jurisdictions in Canada for health care professionals, including IEHPs
Examples of measurable program specific expected results for employment support projects:

- Increased job readiness of IEHPs
- Increased levels of employment in intended or related occupations for IEHPs
- Increased income of IEHPs

C – Project details
Question 58 – Does the project include results measurement indicators?
Please describe how you will meet and track the expected results of the project. Provide a description of how you plan to gather, measure, monitor and report on results achieved by your project.
A performance indicator provides evidence that results have or have not been achieved. They ensure a proper assessment of the progress achieved towards the intended outputs, outcomes, goals and objectives of the project. Applicants must provide performance indicators which will clearly demonstrate how they will measure each anticipated result and ensure their project is progressing as planned.
Proposals must include at least one result measurement indicator for each of the project’s expected results identified under Question 57. In addition, for each result measurement indicator, data collection mechanisms must be provided.
Measuring results is a way to ensure that you know how your project is progressing towards meeting the expected results. It helps connect a project’s activities and outputs to its intended outcomes as well as the CFP’s overall outcomes. The Department [ESDC] uses the information you provide in this section to assess your capacity to demonstrate results.
If your proposed project is complex, or includes qualitative expected results, you may want to integrate an evaluation strategy into the project activities.
Question 59 – Does the proposed project fit with your organization’s other activities?
Please describe how the project relates to the ongoing work of your organization. You should highlight how past achievements and current activities and/or projects are related to your proposed project (if applicable). This information helps the Department to determine the extent to which your organization is able to undertake the proposed project and to achieve the expected results.
Please include any previous work done by your organization, your partners and your potential partners. Include details as to how your project builds on, and does not duplicate, this previous work.
Question 60 – Will any of the project activities be delivered in a different location than where your organization is located?

Question 61 – Is your project designed to benefit or involve people in English or French-language minority communities? If yes, please provide an explanation and any details on whether consultations will take place with these communities?
The Department [ESDC] is committed to enhancing the vitality of the English and French linguistic minorities in Canada by supporting and assisting their development and fostering the full recognition and use of both English and French in Canadian society. Official Language Minority Communities are English-speaking communities established within the province of Quebec and French-speaking communities established outside the province of Quebec.
If your proposed project will involve official language minority communities, you should answer ‘Yes’ to this question and ensure that this is listed and described in your answer to Question 43 - Project Objectives.
Please also identify the linguistic profile of the beneficiaries targeted by the project, document any special needs of the official language minority community and indicate whether or not they were consulted. The related budgetary items can be identified in Part 3 of the Application.
Answering "no" to this question will not invalidate your application.

Question 64 – Does the proposed project address the Program’s national, regional or local priorities?

National priorities:
Priority may be given to organizations that demonstrate they will:
- provide employment and wrap-around services tailored to the needs of skilled newcomer women who face additional barriers to having their credentials recognized and integrating into the labour market compared to their male counterparts
- provide support services to skilled refugees, including those without documentation of their academic credentials and qualifications
- develop an outreach strategy to improve awareness among skilled newcomers and increase program participation
The Department may also prioritize projects based on:
- geographical representation (in an effort to have pan-Canadian coverage);
- service to Official Language Minority Communities (where there is a need); and/or
- funding a distribution of projects that align with all CFP project areas.
If applicable, the Applicant may want to reference these priorities when completing questions 55 and 56.
Question 65 – Does your project include activities that are listed in the Impact Assessment Agency of Canada (IACC) Regulations Designating Physical Activities established under the Canadian Impact Assessment Act, 2019?

If the answer is ‘No’ – an impact assessment will not be required.
If answer is ‘Yes’, as per the Impact Assessment Act, you must submit your project description electronically to the IAAC online registry for further review. The IAAC will determine if an impact assessment is required. If required, ESDC funding will be conditional on the status and results of the impact assessment. Results are accessible on the Canadian Impact Assessment Registry website.
Part 3 – Funding
A – Anticipated sources of contribution
The Department’s funding programs generally encourage and/or require applicants to seek cash and/or in-kind contributions for their proposed project from other sources of funding. Each program has a “stacking limit”, that is, a maximum permitted amount of combined funding from federal, provincial, territorial and municipal governments for any one project or initiative. Contributions to the project cannot exceed 100% of eligible expenditures.
The Department uses the information provided in this section to verify that your funding request conforms to any stacking limit or requirement for funding from other sources.
“Other sources of funding” includes any source of funding (including from your organization) other than the program to which you are applying for funding.

In-kind contributions are non-monetary goods or services that may be contributed to the project by your organization or other organizations or partners for which your organization will not be requesting re-imbursement. In-kind support may include donated equipment, services or facilities necessary for the proposed project that would otherwise have to be purchased.
To be considered valid, in-kind contributions should contribute to the success of the project, and their monetary equivalent estimated at fair market value.

Note: Eligible organizations can apply for funding at a minimum of $500,000 and a maximum of $10,000,000.

Eligible costs include, but are not limited to:
- Wages and mandatory employment related costs (for example MERCS);
- Costs of materials and supplies;
- Participant costs (for example, targeted wage subsidies, minimal costs associated with IEHPs’ participation in pilot initiatives);
- Professional fees (for example, consultants, research, IT, technical expertise, facilitation and legal);
- Overhead costs, including costs related to central administrative functions of the recipient organization, that are drawn upon to support agreement activities (for example shared postage, telephones, information technology (IT) maintenance and head office support);
- Hospitality costs;
- Printing and communication costs;
- Travel costs (international travel must be specifically authorized); and,
- Costs of the purchase of tools, equipment, computers, and furniture.
Ineligible costs include, but are not limited to:
- costs associated with fundraising activities
- Canada Revenue Agency or payroll penalties
- parking tickets
- fines or penalties
- entertainment costs
- depreciation on fixed assets
- board membership fees
- capital costs for the construction of a building or the purchase of land or buildings
- purchase of motor vehicles
- legal fees and court awards for inappropriate dismissal or other inappropriate/illegal activity
- membership fees for private clubs (golf clubs, gyms, etc.), etc. unless part of existing (non-monetary) employment benefits package
- staff salary bonuses if not originally negotiated into agreement
- purchase of alcoholic beverages
- purchase of any illegal substances
- gifts or payments for recognition, and
- other costs ineligible as per program terms and conditions

C – Budget details
Question 75 – Associated businesses or individuals
Please check all statements that apply to your planned expenditures of the Department’s [ESDC] funding.
In carrying out projects, recipients may have to purchase various goods or services needed to perform the project from contractors. Some recipients may also contract-out to third parties (for example outside providers) to perform part of the project activities and aid the recipient to achieve the objectives of the project.
“Associated businesses or individuals” means:
- an officer, director or employee of your organization
- a member of the immediate family of an officer, director or employee of your organization
- a business in which an officer, director or employee of your organization, or a member of their immediate family, has a financial interest, or

Project activities must go beyond your organization’s normal activities, as the Foreign Credential Recognition Program does not fund your organization’s core, existing or on-going activities.
Question 76 - Capital Assets: Are capital assets among your planned expenditures with ESDC funding?
Explain how your project will benefit from the purchase of capital assets.
A capital asset is any single or composite asset with a purchase value of more than $1,000 that is not physically incorporated into another product and that remains functional at the end of the project.
A composite asset is a collection of unique assets that form one identifiable functional unit, where all components are required for the asset to be functional. The collection of assets is treated as a single capital asset if the total cost of all individual items together is greater than $1,000 (before taxes).
For example, a personal computer composed of a hard drive, a monitor, a keyboard, a mouse and cabling is a composite capital asset. Four $300 chairs are not capital assets because each chair is functional on its own and, as single units, fall below the established threshold of $1,000 (before taxes).
Contributions for capital costs such as the purchase of computers and other office equipment, furniture and other assets necessary to the project, will normally not exceed $10,000. Contributions for capital costs reasonably exceeding the threshold will be subject to program assessment and approval.
