Before you start your application, gather your supporting documents, and get familiar with the information you will be asked to provide in the application.

Prepare to submit an Expression of Interest

If you believe that your organization meets the eligibility and priority criteria, please send an email EDSC.DGOP.SJECF-POB.TCSYP.ESDC@esdc-edsc.gc.ca to submit your Expression of Interest (EOI). Your email must include the following information:

  1. name and type of organization
  2. contact information (name, phone number and email address)
  3. a brief description of your organization's knowledge of, and existing networks within, the construction and trades sectors, including training and employment pathways, apprenticeship systems and relevant occupational health and safety standards (maximum 250 words)
  4. a brief description of your organization's experience in, and/or capacity, to recruit youth participants and provide job matching services between jobseekers and employers, supporting at least 500 youth placements annually (maximum 250 words)
  5. a brief description of your organization's expertise and capacity to develop, manage, and sustain partnerships and lead collaboration across sectors, including with employers and key system partners (for example, youth-serving organizations, schools, training institutions, unions, and Indigenous communities) (maximum 250 words)
  6. a high-level description of the proposed project, (maximum 500 words) including:
    • anticipated number of youth placements (minimum 500 youth)
    • proposed geographic coverage
    • approach to youth recruitment, employer engagement and job matching
    • approach to supporting youth in navigating pathways to apprenticeship and skilled trades careers
    • approach to supporting youth facing barriers to employment, if applicable

Priority may be given to proposed projects that:

  • align with the Government of Canada's Build Canada agenda to invest in housing, infrastructure and defence, including major projects
  • contribute to the Team Canada Strong Youth Placements' overall geographic coverage across Canada, including support for placements in urban, rural, remote, northern, and fly-in communities, as well as proximity to major projects and regions with high levels of construction activity or demonstrated trades labour needs
  • demonstrate the ability to serve youth facing barriers

How your Expression of Interest will be assessed

The Department will assess your EOI based on:

  • alignment with the objectives of the Team Canada Strong Youth Placements program
  • organizational capacity to recruit diverse youth and deliver job matching services for participants at scale
  • expertise and knowledge of networks within the construction and trades sectors
  • capacity for leading cross-sectoral partnership development and collaboration
  • alignment with any of the priority criteria identified above, that may be applied to this process

The Department will inform you of the results by the end of November 2026, and organizations meeting all eligibility criteria and relevant priority areas at the EOI phase may be solicited to submit a full application for consideration by mid-December 2026. Please note that an invitation to submit an application does not guarantee that your application will be selected for funding.

What happens if a supporting document is missing from your Expression of Interest

If your Expression of Interest is incomplete, we will send you an email. You will have 5 business days to submit the missing information. If your Expression of interest is not complete by that time, we may reject it.
