This Information Bulletin updates the Information Bulletin CESP/PCEE-2013/14-002-537 dated June 5, 2013.

Purpose

The purpose of this Information Bulletin is to announce the launch of the new ‘ANNEX D – Application: British Columbia Training and Education Savings Grant’ (BCTESG) and to provide RESP Providers with an overview of the form.

Please note that the entire Canada Education Savings Program (CESP) Application Form package has also been updated to include references to British Columbia, the BCTESG and to reflect the new Department name of Employment and Social Development Canada (ESDC). However, RESP Providers may still continue to use the previous form version HRSDC SDE 0093 (06-13).

Background

The Government of British Columbia is implementing the ‘British Columbia Training and Education Savings Grant’ (BCTESG) incentive to encourage families in British Columbia to start planning and saving early for their children’s post-secondary education or training programs. Beginning August 15, 2015, the Government of British Columbia will contribute grants of $1,200 into the RESPs of eligible children.

The newly added ANNEX D to the CESP Application Form may be used to apply for the BCTESG for eligible beneficiaries as of August 15, 2015.

Overview of ANNEX D

ANNEX D – APPLICATION: British Columbia Training and Education Savings Grant (BCTESG) (SDE 0093-D)

  • ANNEX D is used by the subscriber to apply for BCTESG for beneficiaries who are residents of British Columbia with a Custodial Parent/Legal Guardian who is also a resident of British Columbia.
  • For beneficiaries who already have an RESP and for whom a CESP application form has previously been completed (including the older versions of the form), there is no need to complete the full CESP Application Form again. Subscribers can complete ANNEX D to apply for BCTESG.
  • Multiple beneficiaries named to the same RESP can be included on ANNEX D. However, if there is more than one beneficiary named to the RESP, all beneficiaries must be siblings for BCTESG to be paid.

Format

To better meet the needs of RESP providers, the new form is being provided in a fillable PDF format.

Please note that:

  1. the form cannot be altered;
  2. client options cannot be pre-selected; and
  3. all signatures must appear on hard copies.

The form is available on the Promoter’s Page of the Canada.ca/RESP Resources web site.

Key dates

Effective Date:

ANNEX D of the CESP Application Form will be available for use as of August 15, 2015 in order to begin offering the BCTESG.

Mandatory Date:

RESP Providers may still continue to use the previous form version HRSDC SDE 0093 (06-13) and are not required to implement the updated CESP Application Form package.

The RESP Provider User Guide is currently being updated to reflect the new BCTESG incentive. You will be notified when it is available. Please refer to the updated Appendix A of the RESP Provider User Guide included with this Information Bulletin to assist you in the proper completion of the form.
