Who is the focus of this engagement

The Government of Canada will engage with provincial and territorial governments and welcomes feedback from all interested parties.

Key questions for discussion

In 2020–21, a review of Canada’s minimum national stringency standards (the ‘benchmark’) was conducted, and the Government of Canada published an updated federal benchmark for 2023–2030. In 2026, the federal government will strengthen the benchmark to ensure that industrial pricing provides the necessary incentives and framework to drive decarbonization, clean technology investment and competitiveness over the short- and long-term.

The review will also consider how changes to these criteria can help ensure carbon markets:

Attend the webinar

A detailed technical webinar will be held on January 6, 2026, which will provide a high-level overview of proposed changes to the federal benchmark criteria and include a particular focus on industrial carbon pricing coverage and stringency.

If you wish to take part in the webinar, please send us an email at tarificationducarbone-carbonpricing@ec.gc.ca.
