Logic Model for the Lake Winnipeg Basin Initiative

Long Description

The first of three categories of activity in the logic model is “Stewardship” and comprises three activities which are “Support individuals, communities, and organizations in addressing Lake Winnipeg nutrient management issues”, “Promote sustainable place-based management practices supported by science” and “Encourage integrated watershed management approaches at a community level and in a transboundary context.” All activities under “Stewardship” lead to the Output (services and products) “Contribution funding agreements” and are intended for the flowing Target Audiences: “Non-profit organizations, Regional conservation authorities, Provincial and municipal governments, Industry and industry associations, Landowners and producers, Post-secondary institutions, Aboriginal organizations and associations, Other federal departments.” “Stewardship” activities and associated outputs contribute to the following three direct outcomes: “Effective actions are implemented by individuals, farmers, communities, and organizations to manage nutrients”, “Lake Winnipeg groups are aware of and apply for funding from the Lake Winnipeg Basin Stewardship fund” and “Increasing partner and stakeholder collaboration at basin and sub-basin levels.”

The second category of activities is “Transboundary Partnerships” and comprises three activities which are: “Collaborative work planning via the MOU Steering Committee”, “Effective linkages with key governance mechanisms in Red /Assiniboine and Winnipeg/Rainy River basins, including transboundary partners”, “Effective communication and complementary approaches among federal departments.” All activities under “Transboundary Partnerships” lead to the Outputs “Collaborative arrangements, networks” and are intended for the following target audiences: “Provincial, state, and municipal governments” and “Other federal departments.” Activities under “Transboundary Partnerships” and associated outputs contribute to the direct outcome “Increased coherence and coordination of federal actions relative to Lake Winnipeg and its basin.”

The third category of activities is “Science” and comprises four activities which are: “Monitoring (water quality, quantity, hydrometric)”, “Develop indicators for measuring ecosystem health”, “Enhanced integration, links with policy, support development of watershed-based targets” and “Develop capability to predict nutrient trends.” All activities under “Science” lead to three outputs that are “Monitoring data, trends and assessments”, “Reports on nutrient management and ecosystem health” and “Predictive models to integrate sources of nutrients” and are intended for the following target audiences: “Provincial, state, and municipal governments” and “Other federal departments.” Activities under “Science” and associated outputs contribute to the direct outcomes “State of the Lake indicators are established and progress against them is tracked” and “Use of predictive capability to model nutrient scenarios.” An additional direct outcome was added during the evaluation which is “Increased scientific knowledge and data to inform and support decision-making.

All preceding activities outputs and outcomes contribute to three intermediate outcomes which are: “Reduced nutrient loading in the Lake Winnipeg Basin”, “The Province of Manitoba establishes nutrient objectives for Lake Winnipeg” and “Transboundary management bodies establish transboundary nutrient objectives relevant to Lake Winnipeg nutrient issues (Transboundary management bodies are: Prairie Provinces Water Board, International Join Commission (Red River Basin and Lake of the Woods)”, “The Province of Manitoba establishes nutrient objectives for Lake Winnipeg” and “Reduced nutrient loading in the Lake Winnipeg Basin”. There are four final outcomes for the program which are: “Reduction in the magnitude and extent of harmful algae blooms”, “Reduced beach advisories and improved water quality for recreation”, “Restoration of the ecological integrity of Lake Winnipeg” and “A sustainable fishery.”
