Introduction

The list of substances can be used to identify the substances found in each of the screening assessment reports published under the third phase of the CMP. Group names are subject to change as assessment activities advance. Assessment documents that have been published, or are close to being published at the time of release of this list, are identified in the Assessment Document column. This column does not indicate whether the substance has been included in a Science Approach Document (SciAD), as the ecological and human health outcomes for these substances are communicated through other assessment documents. However, when a SciAD has been published but the assessment document has not yet been published, the relevant SciAD is identified in the Type of Approach for Ecological Assessment column or the Type of Approach for Human Health Assessment column.

The Substances List indicates the approach anticipated to be followed for the ecological and human health risk characterization of each substance as well as the start date of assessment activities. Additional information on the types of approaches indicated in the Substances List is available in the Risk Assessment Toolbox. Systematic stakeholder outreach is not planned for all assessments.The Substances List should not be considered as the final list of substances that will be included in each assessment report. For example, inorganic groups often identify substances that share a common moiety of potential concern; however, the focus on a common moiety may lead to the identification and consideration of substances that are not on this list but that contain the particular moiety. Moreover, some substances could be considered in different group assessments (e.g., where a substance contains multiple moieties of concern); however, for simplicity, this list only indicates one group for each substance. Additionally, three assessment groups of petroleum substances that will be completed in the third phase of the CMP (base oils, gas oils and kerosenes, and low boiling point naphthas) will also include individual substances from the previous Petroleum Sector Stream Approach. These substances are not included in the list.

The Two-Year Publication Plan tab visually indicates time periods during which assessment products are expected to be published for the fourth and fifth years of the third phase of the CMP (April 2019 to March 2021). This includes Science Approach Documents, Screening Assessment Reports, State of the Science reports, and Problem Formulation Documents involving the substances listed under the Substances List tab. Also shown are Screening Assessment Reports initiated in earlier phases of CMP; however, substances addressed in these documents are not included in the list in the Substances List tab. Publications of final screening assessment reports are not reflected in the second year of the publication plan as these dates are not yet known. Final screening assessment reports are generally published 13-18 months after the draft assessment along with a Risk Management Approach document where criteria under s.64 are met. Given that a federal election will be held in 2019, publications may be delayed during this time period, however the extent of those delays are unknown at this time.

Science Approach Document describing the approach and expected results for health or ecological considerations. Substances considered in Science Approach Documents will be included in Screening Assessment Reports that will be published over the course of the third phase of the CMP.
State of the Science reports provide a summary and evaluation of the current available science for substances identified.
Assessed/Managed Documents identify the substances for which risk assessment activities can be considered as having already taken place under CEPA, and proposed that, as such, these substances not undergo further assessment at this time.
Problem Formulation documents are used to define the focus and scope of future planned activities, which may include risk assessment or data collection.
