Whale Tail Pit Mining Project

The Government of Canada is seeking comments from the public and Indigenous groups on a proposed authorization for mine waste disposal in certain water bodies frequented by fish for the Whale Tail Pit Expansion Project. This authorization requires an amendment to Schedule 2 of the Metal and Diamond Mining Effluent Regulations to list these water bodies as Tailings Impoundments Areas. The Government of Canada is also seeking comments on the potential application of the Streamlining the Approvals Process for Metal Mines with Tailings Impoundment Areas.
- Agnico Eagle (the Proponent) is proposing to continue mine operations at the Meadowbank Mine and gain approval to extend Meadowbank Mine to include development of resources from Whale Tail Pit, an open-pit gold mine. The mine is located on Inuit Owned Land approximately 150 kilometres (km) north of the hamlet of Baker Lake and approximately 50 km northwest of Meadowbank Mine in the Kivalliq Region of Nunavut.
- The regulatory amendments, if approved, would authorize the use of the water bodies for mine waste disposal.
- To offset the loss of fish and fish habitat due to the Project, the Proponent is required to develop and implement a Fish Habitat Compensation Plan.
- The Streamlining policy would exempt these proposed amendments from pre-publication in the Canada Gazette, Part I, and would allow for a final publication in the Canada Gazette, Part II.
How to participate
The Government of Canada completed the review of Lake A53’s alternatives assessment and is currently reviewing the alternatives assessment developed for Lakes A50, A51 and A52.
Comments or concerns must be submitted by mail or by email by March 2, 2020. More specifically, the Government of Canada is seeking comments on:
- Alternatives Assessment Report (prepared by the proponent)
- Fish Habitat Compensation Plan (prepared by the proponent)
- Summaries of the Alternatives Assessment and Fish Habitat Compensation Plan (prepared by the proponent)
- Application of the policy on Streamlining the approvals: Streamlining the Approvals Process for Metal Mines with Tailings Impoundment Areas
