Introduction to Info Source

Info Source provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

General information about Farm Products Council of Canada

Background

Farm Products Council of Canada (FPCC) is also responsible for administering certain federal Acts and Regulations.

Farm Products Marketing Agencies Act, 1972: This legislation set up the National Farm Products Council. It also provided the legal foundation for national marketing agencies. In 1993, Parliament amended the Act to allow the creation of national promotion and research agencies, and renamed the legislation the Farm Products Agencies Act.

The Farm Products of Canada reports to Parliament and Canadians through the Minister of Agriculture and Agri-Food. The Department submits Departmental Plans and Departmental Results Reports, which are tabled in Parliament by the President of the Treasury Board on behalf of the ministers who preside over the appropriation-dependent departments and agencies identified in Schedules I, I.1 and II of the Financial Administration Act. These documents are usually tabled on or before March 31 and referred to committees, which may then report to the House of Commons pursuant to Standing Order 81(7).

Responsibilities

Farm Products Council of Canada administered two Federal Acts:

In its operations, the Council consults the agencies as well as provincial and territorial governments and other departments and agencies of the Government of Canada. The Council approves agency orders and regulations. Decision letters are available on FPCC’s website. It also hears complaints about agency decisions.

Council members

The Council composed of at least three members, and may have up to seven. At least half of these members must be primary producers at the time of their appointment. Members are appointed by Cabinet for terms of varying lengths. The Chairman is also the Deputy Head of the organization and the only full-time Council member.

Complaints

Pursuant to paragraph 7 (1) (f) of the Farm Products Agencies Act (FPAA), any person directly affected by the operations of an agency may file a complaint with the Farm Products Council of Canada (FPCC). According to the By-Law Governing the Administration of the Complaints received by the FPCC, a Complaint under paragraph 10 (2) must include specific information.

Public Hearings

A public hearing shall be held by the Council in connection with an inquiry into the merits of establishing an agency or of broadening the authority of an existing agency to cover any additional farm product or farm products, where the Council has under review a proposed marketing plan or promotion and research plan, or in connection with any other matter relating to its objects if the Governor in Council or the Minister directs the Council to hold a public hearing in connection with such matter.

There are many ways to participate in public hearings led by Farm Products Council of Canada. You can participate in public hearings by filing your opinions and comments to the FPCC via a submission. Such submissions can be sent by email, regular mail, or fax. Your submissions help the FPCC evaluate proposals and merits into establishing agencies under Part II and Part III of the FPAA.
