This consultation ran from March 12, 2022 to April 26, 2022.
Health Canada sought feedback on the proposed Regulations Amending Certain Regulations Concerning Cannabis Research and Testing and Cannabis Beverages and Order to Amend Schedule 3 published in Canada Gazette, Part I on March 12, 2022.
The proposed amendments intended to:
- facilitate non-therapeutic research on cannabis involving human participants
- allow analytical testing licence holders and government laboratories to produce, distribute, and sell cannabis reference standards and test kits
- expand the educational qualifications for the head of laboratory position that is required for an analytical testing licence
- increase the public possession limit for cannabis beverages

- law enforcement
- provinces, territories and municipalities
- the public health community
- non-governmental organizations
Key issues discussed
Comments were sought on the proposed amendments in the following themes:
- non-therapeutic research on cannabis involving human participants
- increasing access to cannabis testing materials
- expanding the educational requirements for the head of laboratory position
- the public possession limit for cannabis beverages
The input that was gathered through this consultation will be used to inform the final regulations.
