Consultation: Amendments to the Cannabis Regulations and other regulations concerning cannabis research and testing, and cannabis beverages: Closed consultation

Health Canada sought feedback on the proposed Regulations Amending Certain Regulations Concerning Cannabis Research and Testing and Cannabis Beverages and Order to Amend Schedule 3 published in Canada Gazette, Part I on March 12, 2022.

The proposed amendments intended to:

• facilitate non-therapeutic research on cannabis involving human participants
• allow analytical testing licence holders and government laboratories to produce, distribute, and sell cannabis reference standards and test kits
• expand the educational qualifications for the head of laboratory position that is required for an analytical testing licence
• increase the public possession limit for cannabis beverages

Who was the focus of this consultation

We engaged with Canadians, including:

• academic institutions and researchers
• Indigenous peoples
• industry
• law enforcement
• provinces, territories and municipalities
• the public health community
• non-governmental organizations

Key issues discussed

Comments were sought on the proposed amendments in the following themes:

• non-therapeutic research on cannabis involving human participants
• increasing access to cannabis testing materials
• expanding the educational requirements for the head of laboratory position
• the public possession limit for cannabis beverages

The input that was gathered through this consultation will be used to inform the final regulations.
