Archived - Manufacturers of hand sanitizers and hard-surface disinfectants using technical-grade ethanol
Heath Canada introduced an interim measure that permits the use of certain authorized sources of technical-grade ethanol. We took this step to meet the urgent health need for hand sanitizers and disinfectants during the COVID-19 pandemic. We are discontinuing the interim measure as the supply of ethanol has stabilized and the demand for technical-grade ethanol has decreased. Suppliers and distributors are expected to stop producing, reselling and/or distributing technical-grade ethanol. Manufacturers are to return to using approved grades of ethanol for manufacturing after the authorized dates to produce, resell/distribute or sell.
Health Canada granted temporary authorization to the companies listed below to manufacture and sell hand sanitizers and/or hard-surface disinfectants that may contain technical-grade ethanol. To receive temporary authorization, these companies required assessment and authorization by Health Canada. Products on this list don't necessarily contain technical-grade ethanol, as manufacturers may continue to produce the hand sanitizer or hard-surface disinfectants using food- or pharmaceutical-grade ethanol. They may switch to technical-grade only when higher-quality grades aren't available.
These companies are not suppliers or distributors of technical-grade ethanol. They must not re-sell and/or blend technical-grade ethanol, purchased from approved suppliers or distributors, to manufacture hand sanitizers and/or hard-surface disinfectants.
Some technical-grade ethanol has higher levels of impurities. They aren't suitable for use by children and aren't recommended for use by pregnant or breastfeeding women. We encourage consumers to read the product label on how the product may be used.
You can identify hand sanitizers or hard-surface disinfectants containing technical-grade ethanol with higher levels of impurities (acetaldehyde levels greater than 75 ppm) by their product labels. The labels will include this information:
- under Medicinal Ingredients: "Ethanol XX% (technical- grade)"
- under Warnings and Directions:
- "Adults only"
- "Do not use on broken or damaged skin"
- "Not recommended for use by women who are pregnant or breastfeeding"
- "Do not inhale"
The risk assessment summary report contains the information we used to allow and discontinue the temporary use of technical-grade ethanol in hand sanitizers and hard-surface disinfectants.
Companies not on this list may face compliance and enforcement action if they manufacture or sell hand sanitizers or hard-surface disinfectants containing technical-grade ethanol without authorization. You can find information about non-compliant products in the recall advisory.
