Cannabis tracking system under the Cannabis Act

Important: The national Cannabis Tracking System (CTS) was launched on October 17, 2018. Monthly reports from licence holders and provinces and territories are due no later than the 15th of each month for the previous month.

The CTS is meant to track only what is needed to monitor the flow of cannabis at a national level to meet regulatory requirements under the Cannabis Act.

The CTS Ministerial Order was published in the Canada Gazette, Part II, on September 5, 2018. It came into effect on October 17, 2018.

Guidance documents on reporting requirements and procedures are available online:

For holders of a federal licence to cultivate or process cannabis:

For provinces and territories:

Private retailers and distributors

Under section 5 of the Order, private retailers and distributors are required to submit reports to the appropriate public body in their province or territory.

In fulfillment of the condition at paragraph 5(4)(b) of the Order, private retailers and distributors in British Columbia, Alberta, Saskatchewan, Manitoba, Newfoundland and Labrador and Ontario, are hereby notified that the public bodies in each of those provinces to which the information is to be provided will provide the Minister with the information referred to in the Order, effective October 17, 2018.

Private retailers and distributors are required to submit their reports to these provincial public bodies by the 10th of each month:

  • BC Liquor and Cannabis Regulation Branch
  • Alberta Gaming, Liquor & Cannabis
  • Saskatchewan Liquor and Gaming Authority
  • Manitoba Liquor and Lotteries Corporation
  • Newfoundland and Labrador Liquor Corporation
  • Alcohol and Gaming Commission of Ontario

Each jurisdiction will give further instructions about private retailer and distributor reporting requirements.

Cannabis Demand and Supply

Given the significant public interest in understanding the demand and supply of cannabis since the coming into force of the Cannabis Act, Health Canada is making available a preliminary summary of information submitted to date.
