Foreword
Health Canada is committed to protecting personal information as well as confidential business information that is under its control. Ensuring the confidentiality, integrity, and availability of information is essential to government decision making and the delivery of services and Health Canada recognizes that the protection of this information is an essential element in maintaining public trust in government. Health Canada has a systematic process in place to protect this information including the identification and categorization of information, implementation of appropriate privacy training for personnel and information technology safeguards consisting of restricting access, including the level of access, to information in the Cannabis Tracking and Licensing System (CTLS) to those who need access to perform their duties. 1.0 Purpose
This guide provides federal licence holders with information on the process to submit monthly reports to Health Canada, as required under the Cannabis Act, its Regulations and any associated ministerial order.
2.0 Background
The Cannabis Act and its Regulations provide, among other things, the framework to provide access to cannabis and to control and regulate its production, distribution and sale.
The oversight of the cannabis supply chain is a shared responsibility across many federal, provincial and territorial departments, industry and other stakeholders. One of Health Canada's responsibilities is to track the flow of cannabis as a means of preventing the illegal inversion and diversion of cannabis into and out of the regulated system. Under this tracking system, a holder of a licence for cultivation, a licence for processing, or a licence for sale for medical purposes is required to submit monthly reports to Health Canada.
Another of Health Canada's responsibilities is to monitor patient access to cannabis for medical purposes. Again, where applicable, a holder of a licence for sale for medical purposes is required to submit relevant information to Health Canada on a monthly basis.
This document provides guidance on the monthly reporting requirements. To maintain consistency and transparency, it will be updated as required to reflect changes to policies.
Health Canada has other guidance documents and information on its website that may be used in conjunction with this document to help federal licence holders submit their reports. The website is subject to ongoing update and improvement.
3.0 Scope
This guide applies to any federal licence holder who is required to submit monthly reports to Health Canada under the Cannabis Act and its Regulations and any associated ministerial order, namely those conducting activities related to the following:
 Cultivation (including microcultivation, standard or nursery)
 Processing (including microprocessing or standard)
 Sale of cannabis for medical purposes
Individuals designated to report on behalf of persons authorized to possess, sell or distribute cannabis pursuant to a provincial Act under subsection 69(1) of the Cannabis Act, should refer to the Cannabis Tracking System: Monthly Reporting Guide for Provinces and Territories.
4.0 Definitions
The Cannabis Act, its Regulations and any associated ministerial order should be referred to for definitions. The definitions in this section are provided for greater clarity and reference.
Cannabis Tracking and Licensing System (CTLS): The name of the webbased application and case management system, established and maintained by Health Canada, through which applicants may apply for a cannabis licence to be issued by Health Canada and through which monthly tracking requirements must be submitted.
Reporting level access: The access level of individuals registered in the CTLS who are authorized to submit monthly reports. Currently, reporting level access is only granted to a licence holder's responsible person.
4.1 Interpretation of data entry requirements
The terms and descriptions in 4.1 are only to be used for the purpose of interpreting the data entry requirements into the CTLS.
Site: In respect of a holder of a licence, an area that is used exclusively by the holder and that consists of at least one building or one part of a building.
Cannabis product: Cannabis of only one of the classes that are set out in Schedule 4 to the Act – or a cannabis accessory if that accessory contains such cannabis – after it has been packaged and labelled for sale to a consumer at the retail level, but does not include a drug containing cannabis.
Finished cannabis inventory: The quantity of cannabis products. Quantities refer to cannabis only and should not include packaging or accessories. The classes of cannabis that may be cannabis products are those listed in Schedule 4 of the Cannabis Act (i.e., seeds, plants, dried cannabis, fresh cannabis, cannabis oil).
Unfinished cannabis inventory: The quantity of cannabis other than cannabis contained in a cannabis product. The classes of cannabis mirror those in finished cannabis inventory, plus "other" for cannabis classes not listed in Schedule 4 of the Cannabis Act (e.g., edibles or concentrated products developed for research purposes and not intended for sale).
Opening inventory: The amount held in inventory on the first day of the reporting period.
Production: Additions of cannabis through activities conducted at the site.
Processed: The production of cannabis from one class of cannabis to another (e.g., from dried cannabis to cannabis oil). Recorded as a reduction to the inventory of the class of cannabis from which the new class of cannabis was produced.
Packaged and labelled: Means packaged and labelled as a cannabis product. This should be recorded as both a reduction to unfinished inventory and an addition to finished inventory.
Imports/exports: The movement of cannabis into and out of Canada. In terms of reporting, imports/exports are to be included as cannabis that is not a cannabis product and be recorded in unfinished inventory.
Returns: Cannabis that was previously sold/purchased and distributed to/from another licence holder or a consumer at the retail level and subsequently returned. Cannabis sent offsite for testing or processing and subsequently returned to the same licence holder should be recorded as distributions to/from the applicable class of licence.
Destroyed: Cannabis that has been destroyed onsite, or sent for destruction offsite.
Drying/processing loss: A reduction in the mass of cannabis due to drying loss or other processing activities.
Other: In the context of the movement of cannabis, "other" is additions to or reductions from inventory that are not applicable to any other category. In the context of cannabis, it means cannabis classes not listed in Schedule 4 of the Cannabis Act (e.g., edibles or concentrated products developed for research purposes and not intended for sale).
Sales – medical: Sales to registered clients for medical purposes. Holders of a licence for cultivation or a licence for processing who ship cannabis directly to a registered client on behalf of a holder of a licence for sale for medical purposes should record this as a sale of cannabis for medical purposes.
Sales – nonmedical to distributor/retailer: Sales of cannabis products to a provincially authorized seller.
Sales – nonmedical online: Sales to consumers at the retail level who were not present at the location at the time of purchase. This includes sales made online or by phone. Federal licence holders who ship cannabis on behalf of a provincial or territorial authority directly to a consumer at the retail level who placed an order through a provincial or territorial online system should record this as a nonmedical directtoconsumer online sale.
Employees: Persons who, during the reference period, were employed at the reporting facility, regardless of the number of hours worked. This includes contractors and agents.
 Management: Includes senior and middle management employees.
 Administrative: Includes financial and business services, administration and clerical supervision, and support services employees.
 Sales: Includes retail and wholesale sales, and customer service employees.
 Production: Includes supervisory, production and general labour employees.
 Other: Includes all other employees
Capacity: The area where cannabis plants are cultivated, propagated, harvested or dried.
 Flowering area: Area where whole cannabis plants are cultivated for harvesting
 Mother room: Area that contains mother plants
 Cloning room: Area that contains seedlings/clones
 Drying room: Area where harvested cannabis is subjected to a drying process
Medical access information: Data elements pertaining to the provision of cannabis for medical purposes that must be submitted by holders of a licence for the sale of cannabis for medical purposes.
Authorized amounts: The amount of cannabis for medical purposes, measured in grams of dried cannabis per day, authorized by a health care practitioner (HCP).

5.0 Prereporting considerations
Before reporting, there are a number of knowledge areas, listed in 5.1, an individual designated to submit information should be familiar with in order to comply with the Cannabis Act, its Regulations and any associated ministerial order, as well as other federal, provincial and territorial legislation.
In addition, the designated individual should complete specific actions outlined in 5.2, before submitting a monthly report.
5.1 General knowledge areas
The submitter should be familiar with the following knowledge areas.

Any ministerial order authorizing the Cannabis Tracking System  Designated individuals are responsible for ensuring compliance with any ministerial order authorizing the Cannabis Tracking System. 
Cannabis Tracking and Licensing System (CTLS)  All reports must be submitted using the CTLS. As such, designated individuals should be familiar with the use of the CTLS. For more information, refer to the CTLS Getting Started Guide. A copy of the guide can be requested from cannabis@canada.ca. 
5.2 Actions prior to reporting
In addition to being familiar with the general knowledge areas in 5.1 and ensuring that all reporting requirements can be met, the following actions must be completed prior to submitting a monthly report.
5.2.1 Creating an account in the CTLS
Reports must be submitted through the CTLS. As such, the designated individual should be registered and familiar with the use of the CTLS.
For federal licence holders, it is assumed that designated individuals are already registered by virtue of their application process or the migration of their licence information into the CTLS. For more information, refer to the CTLS Getting Started Guide.
5.2.2 Gaining reporting level access in the CTLS
Reporting level access is required for designated individuals submitting monthly reports.
For federal licence holders, reporting level access is granted only to the individual named as the responsible person. This occurs automatically once a valid security clearance is granted and a licence has been issued. No further action is required of the licence holder in this regard.
Please note that consideration is being given to granting other securitycleared personnel this function as part of the next release of the system.
6.0 How to submit a report
Individual reports must be submitted for each licensed site. To do so, designated individuals have two options in the CTLS:

Each process is explained below.
Tip: An organization with multiple licensed sites can include all of its individual reports in a single file for upload. However, a federal licence holder that also has a provincial sales licence at the same site has to submit its provincial sales report separately through the relevant provincial/territorial authority. 6.2 Option 2: File upload
Individuals with reporting level access may upload a single .csv file for multiple sites for which they are authorized to report. Each site's information must be shown as a separate row of data.
Files uploaded in the CTLS must conform exactly to specifications prescribed by the system. See Appendix 1 for the data specifications for federal licence holder inventory reports. It is the responsibility of licence holders to check the Health Canada website for updates.

7.0 How to submit a health care practitioners report
Holders of a licence for the sale of cannabis for medical purposes are also required to submit monthly health care practitioners reports that list information about each health care practitioner associated with all new client registrations during the reporting period. These reports must be submitted via file upload. If you did not register any clients during the month, a health care practitioners report is not required.
Files uploaded in the CTLS must conform exactly to the specifications prescribed by the system. See Appendix 2 for the data specifications for health care practitioners reports. It is the responsibility of licence holders to check the Health Canada website for updates.

8.0 How to make corrections to a submitted report
Once a report has been submitted, it cannot be reopened for further editing.
If a correction to a submitted report is required, email your request to hc.ctlsbisscdlie.sc@canada.ca and include CTLS Reporting in the subject line to ensure your request reaches the right person. Provide as many details as possible and include the report ID and licence number in the body of the message, as well as your contact information and the date the report was submitted.
A Health Canada officer will contact you by phone or by email to discuss the correction. For minor corrections, the officer can make the corrections directly in the system on your behalf. For more substantive corrections and if your report was submitted manually, the officer can make it available in the Draft Cannabis Tracking Reports section of the CTLS so you can make the necessary corrections and resubmit the report. However, if major corrections are required to a report that was submitted via file upload, the officer must invalidate the original report and you will then be required to submit a new report for that particular licence and reporting period.
The decision to make the correction directly or to make the report available for resubmission is at the discretion of the officer. All corrections have an audit trail for future verification and investigation if necessary.
9.0 FAQs
9.1 Why can only the individual named as responsible person be granted reporting level access to submit monthly reports?
To minimize risk and assure data quality, only the individual named as responsible person is granted reporting level access and is authorized to submit reports in accordance with the Policy on Government Security and its Standard on Identity and Credential Assurance. However, others in your organization can prepare the .csv document for this individual to upload.
Please note that consideration is being given to granting other securitycleared personnel this function as part of the next release of the system.
9.2 How should I record goods in transit?
Goods in transit at time of reporting should be accounted for based on the shipping terms associated with the goods, which are either:
 Freight on board (FOB) shipping point. If the shipment is designated as FOB shipping point, ownership transfers to the buyer as soon as the shipment departs the seller.
 FOB destination. If the shipment is designated as FOB destination, ownership transfers to the buyer as soon as the shipment arrives at the buyer.
9.3 How should I account for fresh cannabis in unfinished inventory?
In the previous version of this guidance document, direction was given that for the purposes of the CTLS, fresh cannabis should only be recorded in unfinished inventory if it is intended to be sold as such. Upon further consideration, we now ask that this category be used to capture the harvested wet cannabis weight and any drying of processing loss prior to categorizing the inventory as “Unfinished Inventory – Dried Cannabis”.
In other words, the initial harvested wet weight should be recorded as “Unfinished Inventory – Fresh Cannabis – Additions – Production”. Weight loss due to drying should be recorded as “Unfinished Inventory – Fresh Cannabis – Reduction – Drying/processing Loss”. The remaining quantity that is to be further processed as dried cannabis should be recorded as “Unfinished Inventory – Fresh Cannabis – Reductions – Quantity Processed” as well as “Unfinished Inventory – Dried Cannabis – Additions – Production”.
There should always be an addition prior to a reduction – there should never be negative inventories.
9.4 How should I account for product that is still undergoing the drying process as the end of the month?
For fresh cannabis drying/processing loss, estimations are acceptable for product that is still undergoing the drying process at the end of the month. Estimation methodologies should be available upon request by Health Canada.
9.5 How should I account for plant waste?
It has been noted that since cannabis plants are measured by individual units, reporters are unable to record partial destruction of plant materials such as live trimmings. Until the next release of the Cannabis Tracking and Licensing System, such plant waste should first be recorded as “Unfinished Inventory – Other – Additions – Production”. Once destroyed, it should be recorded as “Unfinished Inventory – Other – Reductions – Quantity Destroyed”, measured in kilograms.
9.6 How should I account for subsequent additions of carrier oil to unfinished cannabis oil?
This should be captured as “Unfinished Inventory – Cannabis Oil – Addition – Production”.
9.7 Oil capsules
Oil capsules should be recorded as cannabis oil. The volume should be recorded net of any encapsulation material as per the labelling requirement in the Cannabis Regulations.
9.8 How should I account for the weight of destroyed noncannabis materials that contain residue?
The weight of destroyed noncannabis materials that contain residue (e.g., towels, encapsulation ribbon, etc.) does not need to be captured in the CTS report, nor does the method of destruction of cannabis need to be recorded in the CTS report. However, note that as per 229(1) of the regulations, you must retain a document containing the details of cannabis destructions:
229 (1) A holder of a licence other than a cannabis drug licence, if they destroy cannabis or cause it to be destroyed, must retain a document that contains the following information:
 a description of the cannabis, including, if applicable, the brand name;
 the date on which the cannabis is destroyed and its predestruction net weight — or in the case of cannabis oil, its predestruction net weight or volume — on that date;
 the address of the location at which the cannabis is destroyed;
 a brief description of the method of destruction; and
 the names of the individuals who witness the destruction and are qualified to do so under paragraph 43(1)(b), together with the basis on which they are qualified under subsection 43(2).
9.9 How should I record direct shipments to customers that ordered through a provincial or territorial online system?
Because the Cannabis Tracking System is designed to capture the physical flow of cannabis throughout the supply chain, purchase and sale amounts should only be recorded in relation to physical movements.
For example, online purchase orders registered by a distributor or retailer but shipped directly to a consumer at the retail level by the federal licence holder should be recorded as a nonmedical online sale by the federal licence holder. The distributor or retailer should not record the sale.
10.0 Other things to note
In addition to the FAQs, please ensure your reports are accurate by avoiding these common reporting errors:
 Opening inventory should equal the closing inventory of the previous month for each product class.
 There should never been negative closing inventories.
 Capacity figures should be recorded in square metres, not square feet (1 square metre = 10.764 square feet).
 Cannabis oil volume should be recorded as the volume of cannabis oil only, net of any packaging or encapsulation material. The unit of measure is litres.
 Cannabis weight should be recorded in kilograms, not grams.
Health care practitioner report
 HCP unique ID field should capture the doctor's provincial licence number as it appears on a client's medical document. Do not include other formatting (e.g., spaces or dashes), or any additional text used by your company.
 The HCP name should reflect the legal name of the HCP. Do not use nicknames.
 Your company's licence ID is required in column C of each row for which there is information.
 If you did not register any clients during the month, do not submit a health care practitioner report.
