Don't risk it

Small objects present choking, ingestion and inhalation hazards to young children. Any toy likely to be used by a child under three years old should be large -- with no small, detachable parts when used in a reasonable, foreseeable way.

Common toy hazards

Puzzles with small pieces
Puzzles with small pegs
Dolls, plush toys and soft toys with small attachments (e.g., eyes, noses, decorations)
Rattles and other toys for young children made of brittle plastic
Toys with battery compartments that do not close securely
