Completeness Check
We will use the Application Checklist to review your proposal upon receipt to determine if it is complete. If your proposal does not include one or more mandatory components, we will notify you that your application is not complete and will not receive further review. You may re-submit your application with any previously missing components at any point under this CSP process.
Stage 1: Eligibility Process
We will assess complete proposals against the Eligibility Criteria to determine whether your organization meets the definition of Professional body and has the capacity to become a service provider, before a more in-depth evaluation. We will not consider your proposal if it fails to meet the Eligibility Criteria.
Stage 2: Evaluation Process
We will establish an Evaluation Committee to evaluate your proposals if it has passed the Stage 1: Eligibility Process. The purpose of the Stage 2: Evaluation Process is to identify proposals that have demonstrated their ability to meet all of our mandatory requirements, as identified in the Mandatory Proposal Components section of this CSP.
The Committee may, at its discretion, work with you to obtain additional information about your proposal. The Committee may also defer items that require additional time for your organization to complete to Stage 3: Implementation Process, and include them on an Implementation Checklist that you must complete prior to designation.
Stage 3: Implementation
The Committee will notify you that it is satisfied with your proposal and related submissions to date, and share an Implementation Checklist (if applicable) with items to complete before designation. We will collaborate with you to make necessary operational changes and ensure readiness for designation.
Stage 4: Designation
Once we have determined that your organization has successfully demonstrated it meets the mandatory requirements of the CSP and is ready for designation, we may choose to enter into a service agreement with your organization. The Minister would then designate your organization, which would enable you to perform ECA services in accordance with the service agreement and the statement of work.
An example of a service agreement is available in the Reference Documents section of this CSP. Note that this is only included to serve as an example and may not reflect the Service Agreement that would be entered into with a professional body.
