Cover Letter and Applicant Profile
This page outlines information and documentation you must include in your cover letter and applicant profile. IRCC will not consider proposals that do not include all mandatory proposal components.

Cover Letter
You must include a cover letter that includes the following elements:
- Reference to the title and reference number (SIP-ECA-CSP-2024) of this CSP;
- The signature of a duly authorized officer or representative of your organization for the purposes of the submitted proposal
- Note: Your signature indicates acceptance of the terms and conditions set out herein;
- A contact name, a civic address, phone number and an email address where we can forward information or questions.
- Note: If any of this contact information is missing, we will ask you to provide it within a specified number of days.
Applicant Profile
You must provide the following information and/or documentation in your Applicant Profile:
- Type of organization (e.g. non-profit and non-government);
- Organization’s mandate;
- Length of time in existence;
- Organization’s annual volume of applications for an assessment of a Foreign Educational Credential’s equivalency to a Canadian educational credential. Indicate number of such requests received and completed for previous three calendar years;
- Most recent audited financial statement to show revenue sources and financial viability (preferred);
- Or
- A Balance Sheet/Statement of Financial Position and an Income Statement/Statement of Comprehensive Income (with comparative figures) signed by the Organization’s Chief Financial Officer or equivalent and by the Organization’s Chief Executive Officer;
- Most recent annual report or other formal report that describes activities conducted by the organization to fulfill its mandate; and
- Organizational chart and governance structure.
- A brief overview of how profession-specific ECAs for immigration purposes would fit into your organization’s credential assessment process, and how this integration would help clients navigate foreign credential recognition and licensure processes.
