Humanitarian and compassionate consideration stage 1 approval in Canada: Request for Certificat de Sélection du Québec (CSQ)

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

Applicants who intend to reside in Quebec require provincial approval once they have obtained Stage 1 approval. The procedures for such applications are as follows:

Procedures when:

There are sufficient H&C grounds and the exemption requested has been granted (positive Stage 1)

Forward a copy of the IMM 0008 (PDF, 488 KB) (PDF, 553.83KB) to the MIDI for selection. The MIDI will inform CIC of the selection decision.

Application involves health inadmissibility

MIDI issues a CSQ

Process continues to permanent residence.

MIDI does not issue a CSQ

If warranted, inform applicant of the possibility of admission to another province or territory.

MIDI does not issue a CSQ and the applicant does not move to another province

Refuse the application as there is no CSQ and send the appropriate refusal letter to the applicant.

MIDI does not issue a CSQ and the applicant moves to another province

Forward the application to the local CIC responsible for the client’s new place of residence. The CIC will finalize the case (they will not revisit the initial Stage 1 decision unless there is evidence of fraud or misrepresentation).
