Health-care workers permanent residence pathway: COVID-19 program delivery – Roles and responsibilities (IRCC, IRB, CBSA and MIFI)
This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.
Below is a list of the main responsibilities of IRCC, the Canada Border Services Agency (CBSA), the Immigration and Refugee Board (IRB) and the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) with regard to the implementation of the temporary public policies. Information-sharing agreements exist between IRCC and the IRB, CBSA and MIFI.

IRCC
IRCC is responsible for processing all applications submitted under the temporary public policies. This includes
- intake of applications
- ensuring completeness of applications [R10]
- advising the IRB of applicants under one of the public policies who have pending claims so that the IRB can put their claims on hold
- referring applicants to MIFI for their selection, if they intend to reside in the province of Quebec
- assessing eligibility of principal applicants
- assessing admissibility of principal applicants and their dependants
- processing applications, including following up with clients as needed and rendering decisions on approval in principle
- making final decisions, issuing immigration documents, and granting permanent residence
- advising the IRB and MIFI of final decisions, if applicable
IRB
The IRB is responsible for making decisions on immigration and refugee matters, including
- putting claims and appeals on hold from pending refugee claimants identified by IRCC while their permanent residence applications under the public policies are being processed
- resuming applicants’ pending claims and appeals if their applications for permanent residence are refused under one of the public policies
- confirming the withdrawal of pending claims and appeals upon receipt of the notice of withdrawal from applicants for which permanent residence applications have been approved under the policies
- resuming pending claims and appeals, should applicants decide not to withdraw their claim or appeal
CBSA
CBSA is responsible for immigration enforcement and ensuring the security of Canada, including
- enforcing removal orders after a refusal
MIFI
MIFI is responsible for assessing applicants intending to reside in Quebec, including
- processing Demandes de Sélection Permanente, including following up with clients as needed
- making final decisions on delivering a Certificat de sélection du Québec
- notifying IRCC when it decides to issue or refuse a Certificat de sélection du Québec
