Update to the instructions on camp counsellors

Summary

The program delivery instructions have been updated to reflect a change to the Labour Market Impact Assessment exemption code used for camp counsellors.

Camp counsellor applications should be processed under exemption code C20 (reciprocal employment) rather than exemption code C50 (charitable or religious work).
