Update to the instructions on temporary resident permit eligibility and assessment
Summary
If the applicant has not had a refugee claim or pre-removal risk assessment, the officer should assess the temporary resident permit application without consideration of any risks under sections 96 or 97 of the Immigration and Refugee Protection Act identified by the foreign national. The officer may inform the client that they may be able to have this risk assessed through the refugee claim process.
