Nationals of Hong Kong are exempt from the 12-month bar if their Immigration and Refugee Board or previous pre-removal risk assessment decision was made between November 13, 2019 and November 12, 2020, inclusive. Nationals of Hong Kong with a decision made after November 12, 2020, are subject to the 12-month bar.
