Program delivery update: COVID-19 – Public policy exempting certain out-of-status foreign nationals in Canada from immigration requirements

The instructions have been updated. It has now been clarified that the restoration public policy applies to temporary residents who had valid temporary resident status on January 30, 2020 and whose status expired after that date.
Foreign nationals who entered Canada after January 30, 2020 are not eligible for consideration under this policy.
