This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

January 17, 2022

As of January 15, 2022, most foreign nationals need to qualify as a fully vaccinated traveller to travel to Canada, and there are new rules for who can enter as an unvaccinated or partially vaccinated traveller.

The exemption for immediate family members of temporary residents no longer exists, and there is an amended definition for extended family members of Canadian citizens, permanent residents and persons registered under the Indian Act, as well as a new statutory declaration for these clients. IRCC no longer pre-adjudicates travel by issuing written authorization for either cohort under the latest orders in council.
